At the Deputies' meeting, commented on the fact that the poles were willing to accept sterling rather than copper from Finland upon the theory that they could secure copper with sterling. 2. Also reported that briefin notes would be ready at 10:30 and 25X1 A5a 1 arranged to have Drs. Chadwell and brief the Director on the AE aspect at 3 P.M. The briefing notes were later delivered to the Director, who expressed satisfaction with their arrangement and content and I so notified PD/CI and AD/NE. 3. Attended ADs meeting. 25X1A9a L. Arranged with for Mr. Sheldon to have George Morgan of PSB chat with certain CIA individuals on r'cancellationft and so informed Pete Craig. 25X1A5a1 25X1X7 7. Conferred with Mr. Adams, representing Senator Sparkman of the Senate Small Business Committee, and- respecting deletions and 25X1A9a amendments to the FTC Petroleum Report, required by considerations of national security. Full agreement was reached and Mr. Adams and I later visited the Director and notified him to that effect. Adams commented that the Report would be released as a staff report directly to the Committee, so that it would not have FTC or Presidential approval, and the Director noted this proposal. Mr. Hedden gave me his views on the Scientific and Technical Ad Hoc Committee Report as follows: a. Some question was raised as to the status of JAEIO, but I pointed out that this Committee was being continued and Mr. Hedden was satisfied on this point. b. Mr. Hedden raised a question as to whether we should refer to Chapter 7 of the NIS. He preferred to have the Chapter described and I agreed. c. Mr. Hedden raised a question as to whether SEC could stimulate working level conferences, if it were to meet only as required for NIE contributions. I assured him that NIE requirements were sufficiently frequent to make this workable, and also indicated that stimulation of working-level conferences could be accomplished without actual meetings of SEC, - for example, at the request of a member through the Secretariat. Mr. Hedden and I were in agreement that the success of this effort would depend upon whether the military services fulfilled adequately the respon- sibilities that they were undertaking. If they did not do so, as disclosed by a subsequent survey, serious consideration would have to be given to making scientific and technical intelligence a real service of common concern. 10. Inquired of Dr. Colby whether AEC desired to be represented on SEC as well as on JAEIC.
