Attended meeting of Ad Hoc Scientific and Technical Intelligence Committee. 25X1X7 6. Received from Col. Porter of Air Force a memorandum relating to an incident in which State apparently had sent a cable to its Swiss Embassy on the basis of an SO report - to which the Air Force had given a relatively low evaluation -- without including the Air Force evaluation. Porter expressed the view that such disseminations should be checked with the agency of primary interest before dissemination. After some consideration, I am of the tentative view that this may well be a good ideal for finished intelligence, but is wholly impracticable in the dissemination of intelligence information, particularly to intelligence agencies. I have requested to investigate 25X1A9a the facts of this particular incident and to give me a written report thereon. After reviewing this, I shall probably prepare a memorandum for the record or for the Director's log expressing my views, and give a copy to Air Force. The Embassy in the Philippines had suggested that CIA repre- sent the Chinese Nationalists in dealing with the Philippine Government and also that own both suggestions for obvious reasons. 2. Respecting the Saigon conference, I told 25X9A5 difficulty was the result 25X1A9a 25X1X7 25X1A9a 25X9A5 .In the first place, had recommended against CIA representation on the Security sub-Committee and had insisted that he should be a general adviser to the Chief of the American Dele ation g . 25X1 Aga I understood that had made this clear to Layton and obtained his agreement thereon. Furthermore, it was clearly understood by us that the CIA representative would be covert vis-a-vis third parties, since it was made a condition that he appear in military uniform. Consequently, Layton's request for official CIA positions at this conference was entirely out of order. In the future, our 25X1A6a 25X1A6a could attend such meetings, since that had been the original plan all along. In the meantime, I-would speak to Adm.
