At the morning meeting mentioned to DCI that I would like to speak to him later in the day on USCIB matters and later would brief him on develo eats in this field. At that time I rec uested that he speak to in order to secure for Executive Secre- tary of USCIB. DCI indicated that he would be willing to do this and we are preparing a briefing memo for him. DCI also requested me to have prepared a response to Mr. Hoover's letter suggesting that his represen- tative might withdraw from certain IAC meetings. 2. The unsettled coup situation in Iran and Ambassador Saleh's cogent comment that the Soviet peace offensive greatly reduced Iranian bargaining power. c. The seriousness of the situation with respect to Deception Islan$ Chile indicated that April 15th was a deadline as far as they were cone erred. 5.
