this week.
b. Informed Mr. Dulles of the action that had been taken by
G-2 and Representative Lodge on the matter raised at the recent

Mr. Drain be brought in so that he could make suggestions as to
alternate methods of coordinating these functions.

b. That CIA would concur with the request of ATIC that a certain
activity in this general area be undertaken by NSA with the under-
standing:
(1) That this was an ad hoc concurrence and would not
25X9tlish a precedent for any other activities, and
c. That 0/S I, with. the assistance of should proceed
with the preparation of a paper advocating the ester lishment of a
coordinating mechanism in the field of evaluation of noise listening
data, the same to be suitable for presentation to the IAC. 0/Si
would informally clear this paper at the working level and have
each of the other working level groups indicate the attitude of
his chief on the subject. In the event that any of the IAC members
demurred to this suggestion, Mr. Amory and myself would have a talk
with him before the paper was presented to the IAC.
d. 0/SI would check with DD/P to ascertain exactly how DD/P
intended to allocate operating responsibilities in the field of
covert over-flights for noise listening purposes.

was not prejudiced by the fact that a number of GS-18s are carried on the
Board, since that was a special situation. In response to his question of
whether Board members havinlower than 18 grade should be raised to 18, I
advised against such a step-at this time. It seemed to me more advisable
to move a Board member having a 17, for example, into an 18 slot when one

of the Board members having an 18 moved out. This could be done upon the
understanding that the next recruited Board member would take the 17 slot.
with respect to the position. of the NSC representative, I suggested that
decision be deferred until reorganization of the NSC staff was completed.
With respect to the 0/NE Chief of Production, intermediate between the staff
and the Board, it seemed to me that the best analogy was the 0/CI Chairman
of the Publication Board. If he were to become a supergrade, I would
favorably consider a similar move with respect to the corresponding 0/NE

attitude on one item on the agenda of the forthcoming conference
being held under the auspices of USCIB. I explained to him very clearly
that CI.A.'s position on this item was governed primarily by intelligence 25X1X7
rather than by technical considerations. Since the epresentatives
at this conference did not include representatives of the intelli- 25X1X7
gence services, CIA might ask that final resolution of this point be deferred.

ADD/I received message from M SA, that Senator McCarthy
was investigating Soviet bloc seaborne trade, particularly the participation
therein by Western ships. Passed this information to DCI. Authorized 0/RP.
to assist Hanson behind the scenes in preparing for this investigation. He
assured me that he would strictly observe the third Agency rule and not pass
anything of ours to the Committee without specific clearance. Lost of the
data presently sought is under 0/NI jurisdiction anyway. He further assured
me that there would be no disclosure by him of CIA's activities in this area.
