MEMORANDUM FOR: Mr. Amory, DDI
SUBJECT: Speech clearance and recommended changes
1. State and USIA have both cleared the draft of your speech of 2$ September.
Minor suggestions and queries raised by Soviet Bureau of State (EE~P):
p. 2: distinction between "Kremlin" and the secret police is
a "false dichotomy;" secret police have never been anything
except subservient to the state, i.e., the Kremlin
p? 3~
again, ditto; questions whether secret police is a "state
within a state"
verb missing; (a colon instead of a period after "penal
institutions," line 6, would fix it)
p. 6: purpose of Soviet law, add ward "designed...:""Soviet law...
p? 5:
is designed to preserve and increase the power of the state"
q: questions whether civil police were "demoralized"--they were
never the object of the population's fear or phobia
15: questions whether it is "surprising" that Soviet youth is
interested in rock and roll, etc.; "much the same the world
over," says EE~P
20-21: not true; EE~P says that "no Westerner" has ever been
inside of a "sobering station;" the procedure, well
known to EE~P man, is cold showers, coffee, and lots
of sleep .
2. The following suggestions are also offered:
p. 1: line 3 from bottom: add comma, to mean that the speaker, not
the Soviets, are "balancing good and evil"
p. 3: line 8 from bottom: article 58 of what--the Soviet constitution2
p. ~+: line ~+: explain "in durance vile"--is this legal jargon for "in jail?"
p. ~+: line 2 from bottom: add "and"
p. 20: statistics on police forces in various cities: the comparisons
would be easier to understand to the same statistical base; e.g.
"(xx) per 1000 inhabitants" in each case instead of "one per 350...
