to "prepare a statement of terms of reference covering such publications
as a proposed series of issuances for consideration of the E

2. Dtfr has recommended on sever& occasions that consideration be

special character distinct from the )stimate type of study, It appears,
hov r, that it is not feasible to draft terms of reference for such a
special series until the ter= of reference covering the Estimates the

3. It is therefore recoimanded that consideration first be given
to the basic ation of whether an arbitrary distinction should be made

it has been decided that the separation is appropriate and the terms of
