the Capabilities and
Intentions of the Chinese Communists with Respect to Koren,
The Bureau of Far Eastern Affairs has requested that an
interdepartmental intellgience estimate be prepared on the subject
of the capabilities and intentions of the Chinese Communists with
respect to Korea. The Bureau suggests that the estimate be pre-
pared along lines generally similar to those of ORE 50-50, `Prospects
for Chinese Communist Action in Indochina during 1950," and its
supplement.
We request, therefore, that CIA undertake the coordination
of an interdepartmental estimate on this subject. To facilitate
the process of coordination, we are currently preparing a summary
of political and economic considerations influencing the Chinese
Communist decision and we shall expect to submit it to CIA at an
early date.
The Bureau of Far Eastern Affe ri; considers this to be a matter
of urgency and asks that the coordinated estimate be ready not later
than September 28.
