The combined impact of the hydrogen bomb, the Fuchs con-
fession, and Secretary Acheson4s statement focussed worldwide
attention on the question of the adequacy of existing internation-
al machinery to deal with the awesome threats impending over man-
ked. Meanwhile the Soviet biota extended its boycott of the Ut
to the Economic and Social Couneel and the Security Council ree
sumed consideration of the KasheOr dispute in the absence of ths,
UeSR. In Geneva, the Trusteeship council took up the drafting
of a statute internationalizing eerusalem,
The Jordan-Israel talks_and,Ueneeee. The Jordan-Israel tales
have been conducted with a weather eye cocked toward Geneva where
the Trusteeship Council is about to turn to its task of drafting
a Jerusalem statute. Both Israel and Jordan appear anxious to
reach some agreement on Jerusalem so as to forestall any sweeping
internationalization of the elty by the TC. Thus far, howevere
their conversations have been characterized by inconclusive haggl-
ing over the terms for dividing -the holy City between them.,. Never-
theless both parties have expressed cunfidence that agreement can
ultimately be reached and will explore the basis for holding con-
tinuous sessions in an effort to reach early agreement, The Con-
tinuance of these talks iedicates some mutual desire to reach a
settlement although the outloox.for success is still dubious. '
There are even Some indications,. diet rather than make concessions
to Israel in the Old City, Jordan might reverse its present pOsi-
tion and support internationalization, thus leaving the Israeles
isolated.
Meanwhile in Geneva9 the Uarreau plan for trifurcating
Jerusalem commands little supporL in the TC. The Council instead
decided to proceed at once with the drafting of a statue in
accordance with the GA resolution of 9 December and both Israel
and Jordan have been invited to attend the TC. These developments
should exert pressure on btet;h states to agree between themselves
on the disposition of Jerusalem

to his fear that the preeere pleas of these states may preludes,
the eventual form of the indeeeeden Libyan state The UK ane.
France plan the crention of separate semi-autonomous administra-
tions in Tripolitanla and the Fezzae, paralleling that in
Cyrenaica, and Pelt believes that tele will virtually lay the
foundation for a federal state with insufficient consultation of
the wishes of the Libyaa people and prior to the organization of
the UNls ten member advisory Cepecil While the Commissioner
agrees personally that frederaa. union may well be the only reaeistic
solution, he Insists that the fundamertal ouestion of the for of
Libyan unity be left to the future National Assembly withounter-
ferenee by the administering aeahorities, :Pelt has .suggested chat
the composition of this Asseably be discussed by a preparatelee
committee from the three areas, which group might itself decide on
a form of federation, bue this, suggestion has not been reeeived
favorably by the loeal adminietrations.
While the British and Freeeh cannot be expected to withdrew
their plans for local autonorne and though federation is favored
by the US and reportedly has the assent of leading Libyan grceps?
It is likely that cenceseione es te timing and stege e will be eade
to avoid open conflict with tile Uh's agent and an OnallAng criti-
cal debate in the next Ga.

AnI1A2a_gammigp meets stiVerjtmtamatIlm The Communist
dr:ve against the unloading of US.rms shipments, although still
in bigh gear, is encourterng increasingly heavy opposition, Thi
international Transport Workers Federation is accelerating the
organization of anti-Communist "vigilance committees" in Frelich
Italian and Scandinavian ports. In Fritnee anti-Communist organ-:
izers are successfully repeating in other ports the Cherbourg
pattern for weaning dockworkers fr,.:In the CGT leadership, coach-
ing them to ask embarrassing auestions about CGT,s ability to
make promised compensatory payment for loading time lost by strikes
and about the political aspects of strikes which sabotage the
national defense, In Norway the Transport Workers Union has indl
cated that it will not tolerate work stoppages designed to inter'
fets with arms shipments. Only ir the north of Italy, particulat-
ly in Genoa and Livorno, do Comffurist longshoremen possess the
potential for making a Western Fuxopean port unsafe for deliveries.
However, reported Soviet efforts to ffake additional funds avail,
able to the WFTU by assessment of Polish, Roumanian and Czech '
workers indicate that the all-out campaign against the shipments
will be continued so long as the tSSR sees any prospect of impal-
ing the Western Defense Program.
