Exchange of Delegations to the USSR
1. Exchanges of delegations between the U t and the U-S.
seem possible and beneficial in the following ar"S'.
a. Mapping and charting, including large scale topographic
mapping, aeronautical and hydrographic charting, with our prime
interest being an examination of the accomplisbments and program
of the GUGK - Chief Administration, Geodesy and Cartography,
and the VTU - Military Topographic Administration. A number of
subsidiary mapping organizations under each of these prime out-
fits would also yield valuable information.
b. Photographic Interpretation to include U.S. visits to
Aero-Geodatic establi ts, the Military Engineering Act,
the Officers Surveying and Mapping School in Leningrad, the
Moscow and Novosibirsk Institute of Engineers of Geodesy, Pboto-
ry, and Cartography, and the Institute of Land Utilization
in Moscow. In addition, visits could be made to a number of
training institutes where techniques, machine and instrument appli-
cation to photo interpretation and photogrammetry is made and
training methods and materials have been developed. A thorough
survey of the application of photographic iutearpcretation to re-
search would undoubtedly take a delegation into work on land
reclamation, power development, city planning, geology and soils.
c. The interest of the Russians in city planning suggests
an exchange of delegations in this field which could, if the right
cities were included in the U.S. tour, be very profitable.
d. Land reclamation activities would provide an excellent
vehicle for examination of wide auras in the in the Soviet Union.
e. Power development and land management activities.
f. Geological research and exploration which would provide
an opportunity for eexa mi nation of the application of Soviet
geological research and field exploration to the further develop-
ment of economic capabilities within certain regions of

S. Soils research and mapping would provide an opportunity
for exwd nation of the scientific work in this field to agricul-
tural developeent and other lend planning activities within the
Soviet union.
h. An exchange between geographical societies of the Soviet
Union and U.B. might be beneficial in developing a better under-
standing in the work and influence of the AU Union Geographical
Society and its several 2-ax red affiliates. This exchange with
the AU Union Geographical Society might be conducted through
the National Geographical Society and the American Geographical
Society of New York.
