There was some discussion of the implications for the Geographic Area of the "Operating T/O" theory. So far as is known, the "Operating T/0" means in effect that all positions will be frozen at the grades presently held, at least temporarily. reported that he had 25X1A9a 25X1A9a been advised by of St/A that the operating T/0 would not greatly affect the operations of the Geographic Area, but would have a greater effect on operations of the Economic Area. 2. The status of use of overtime by the varioas divisions was discussed. It was again emphasized that it will be necessary to watch carefully the expenditures of overtime, in view of current budgetary considerati,ns. 3. The problem of reclassification of materials as a result of the 25X1A9a removal of the "Restricted" classification was discussed. 25X1A9a was emphasized is that no "Restricted" publications previously dissemara ted shall be automatically declassified as of December 15. It was emphasized that every effort should be made to take advantage of the military slots in D/GP. 25X1A9a ACTION: will continue their efforts along this line. 25X1A9a 7. reported that will be joining the staf?5X1A9a of D/GG in the near future, probably about the last of December. 25X1A9a 80 reported that, in coordinating D/GL's request for a Duo-Photo machine, the Reproduction Branch had been rather lukewarm in their concurrence, but had finally agreed. The requisition is being for- warded for purchasing action. 9. reported that the Chief, St/I had expressed some concern over the apparently little use made by Geographic Area analysts of the facilities of the Industrial Register. There was some thought that the Geographic Area personnel might not be fully aware of the potential of Iii,. Onr the other hand, if Geographic Area analysts have had occast n to use IR services with disappointing results, it is considered that they should Seel free to make constructive suggestions as to improvement in the IR operation. 10. inquired as to the service on notifications from St/I concerning briefings of outgoing and returning foreign service personnel and service attaches. The Chief, St/I had indicated that no one from the Geographic Area was present at the briefing of 25X1A9a prior to his departure for Czechoslovakia. It appears, however, that nonotice of this briefing had been received in the Geographic Area. 25X1A9a ACTION: will again point out to St/I the necessity for receiving notifications of such briefings in as much detail as possible. 11. inquired as to the responsibilities for preparing backstopping letters in support of map procurement activities of the 25X1A9a American Embassy, Moscow. He was informed that of D/GL has this responsibility, and that she was taking action on the recent ship- ment of small scale maps that had been purchased by the Embassy. requested thut, as a matter o? standard procedure, the appropriate Compi- 25X1A9a lation Branch in D/GC be informed of receipt of such maps. 12. In connection with training requests, suggested 25X1A9a that Division Chiefs remind their personnel that requests for academic training for the Spring Semester should be submitted far enough in advance of the actual starting date of the contemplated course to permit necessary processin_; of these requests. It will be recalled that definite instructions have been issued to the effect that no more exist facto requests for approval of training will be favorably considered.
