He cosented on the disparity in understanding of basic problems and policies exhibited at various levels, in comparison with the broad understanding and appreciation that should prevail at all levels. It was emphasized that the Divisions must be properly managed and that the Division Chiefs are responsible. The main problems of the Division Chiefs and the Area Chief are management problems, and it is essential for these persons to increase their management competence.
