SUBJECT: Appraisal of Foreign Economic Intelligence Requirements,
Facilities and Arrangements Related to the National
Security
Receipt is acknowledged of your memorandum of March 15 to
the Acting Chairman of the Board, concerning the preliminary steps
being taken within the Central Intelligence Agency for the initiation
of the above project.
In compliance with your request, Mr. Frederick Winant,
Director of the Board's Foreign Activities Office, has been designated
as the principal NSRB representative for our participation in the under-
taking. Mr. Winant will be assisted in particular by Mr.. Sherman S.
Sheppard and Mr. Carroll'S. Hinman., boil of the Foreign Activities
Office.
Will you advise who will lead the project on behalf of the
Central Intelligence Agency?
