Approved For Release 2000/08/29 : CIA-RDP79-0113 %q3P 013-3 STAT ONT OF FUNCTIONS FUNCTIONAL BRANCH (Psychological Intelligence Division) The 1l'unctional Branch is responsible for collaborating w th the Plans and Policy Staff and the Regional Branches of the Psychological Intelligence Division in the development of psychological intelligence and psychological warfare intelligence production programs; for pro- ducing, or requesting the production of psychological intelligence on their own initiative, to meet production programs,, or to meet specific requests; for specialized methodological studies pertaining to psycho- logical intelligence and psychological warfare; and for providing technical and methodological guidance to ORE components engaged in psychological intelligence production. In fulfilling these broad responsibilities the Functional Branch will- 1. In collaboration with other components of the Psychological Intelligence Division and ORE, and through liaison with other govern- mental organizations, determine the requirements for psychological intelligence, 20 Collaborate with the Plans and Policy Staff in the development of Psychological. Intelligence production programs in implementation of ORE's mission, and to meet the requirements of US psychological warfare policies, plans, programs, and operations, Produce, or request the production of psychological warfare intelligence to meet such programs, or to fulfill specific requests from US psychological warfare agencies. In fulfilling these responsibilities the Culture and Society Section will; $. Continually assess situations., trends,, and developments in foreign areas relating to those psychological intelligence fields described above a 20 Determine the function, contribution., and role of the methodolo;icaa considerations and specialties above and recommend their use in the pro- duction of psychological intell.igenceo 3. Approved For Relea2000/08/29 : CIA-RDP79-0114A 00200040013-3 SECRET 17 October 1950 STATE IT OF FUNCTIONS PSYCHOLOGICAL TECHNIQUES SECTION (Psy o1ca Intelligence zhv s on) The Psychological Techniques Section is responsible for the technical and methodological consideration of psychological intelligence, with special reference to the following fields: the use of opinion and attitude measurement; of interview, biography, and personal document studies; of mass communications analysis; and of the study of crisis, panic, revolution, and war situations. In fulfilling these responsibilities, the Psychological Techniques Section w i.11: 1. Continually assess situations,, trends, and developments in foreign areas in order to determine the function, contribution, and role of the specialties above in the production of psychological intelligence. 2. Collaborate with the Plans and Policy Staff and other components of the Psychological Sntellitonce Division in the development of plans for the production of psychological intelligence to meet ORE's primary mission, and with the Psychological Warfare Section in the development of plans for the production of psychological warfare intelligence to meet the intelligence requirements of United States psychological warfare objectives and plans. 3. Produce, or request the production of intelligence relating to those specialties above. Assist the Psychological ,carfare Section in analyzing and assessing the results of psychological warfare operations and programs to determine if United States objectives have been met. 7. Conduct liaison with government organizations and private institutions and organizations conducting programs of foreign opinion and attitude measurement, interview and personal document study, and other technical psychological studies, for the purpose of securing special adaptations of or additions to such programs, in the interests of psych,>- logical intelligence. 8. Conduct liaison with government organizations and obtain expect consultants from private institutions and organizations as required to keep abreast of current methods, techniques, and studies. 9. Develop and review requirements for the collection of information and for research needed for the analysis and production of intelligence related to its field of responsibility. 10. In fulfilling these broad responsibilities the Psychological 1larfars Section till: 1. Continually survey situations, trends, and developments in foreign areas to determine psychological factors susceptible to United States psychological warfare operations, requesting as required, detailed, scientific analyses of those situations by Psychological Intelligence Division components and other components of ORE. 2. Produce or request the production of intelligence on situations susceptible to psychological warfare treatment, and coordinate ORE intelli- gence production relevant to such situations. Review specific requests on ORE for intelligence production in support of United States psychological warfare operations. 6 In collaboration with the Psychological Techniques Section and other CIA. components, develop programs and methods for estimating the probable results of psychological carfare themes, and the instruments erit-odying them,, and make comparative evaluations of media and channels best suited for given psychological warfare programs, projects, or undertakings, In collaboration with the Psychological Techniques Section and other CIA components, develop programs and methods for the analysis of the results of psychological warfare operations to determine if United States psychological warfare plans and objectives in foreign areas have been mat, 8. Based upon studies accomplished above, produce intelligence estimates of the reliability and expected results of present and prospective psychologica' warfare plans, programs, and themes. 9. Develop criteria, methods, and guides required for the analysis by regional branches of the Psychological Intelligence Division of situations exploitable through psychological warfare. 10.
