MEMORANDUM TO: Chief, COAPS

Population and Manpower Studies
REFERENCE : Memorandum from Chief, COAPS, to AD/ORE, subject as above,
dated 2 December 1949.
1. The following information is submitted to clarify the status of the
two interdepartmental committees in question:
ae Ad Hoc Committee on Population. and Manpower in the USSR and
Eastern Europe. This con"rm tee was established in November 1948 for
the purpose of enabling ORE analysts in the 25X1
to consult speedily with their opposite numbers in the IAC agencies
on problems concerning population and manpower statistics in the
USSR and. EasternEuropean countries. The committee meets to reach
agreement on such figures when a specific paper on Soviet or Satellite
economic problems is being prepared or is under consideration. Few
formal committee meetings are held, committee action usually being
confined to informal consultations between individual members of the
committee. representatives

s constituted on 2 October 1947 at the request of
Chief, ICAPS, to survey the needs of the IAC agencies for population
and manpower studies and the best way to meet such needs. Upon the
recommendation of this Committee on 8 April 1948, the Director of
Central Intelligence approved the establishment of a working unit in
the Bureau of the Census for the collection and evaluation of
intelligence information on population and manpower in.foreign countries, 25X1A9A
25X1 The CIA was informed of this decision on 13
April 1948 in a memorandum from Chief, ICAPS,
subject "Population and Manpower Study". The purpose of this committee
at present is to coordinate the demographic requirements of all federal
intelligence agencies for the production of population and manpower
studies by the working unit in the Bureau of the Census. This committee
is composed of representatives of the departments of State, Army, Navy, 25X1A9A
and the Air Force, and of CIA-ORE

2. In answer to the first question in paragraph 3 of the reference,
these two committees do not seem susceptible of merging. Their membership
is not the same and, in addition, the first committee deals with specific
problems in a specific area, while the second coordinates requirements for
general studies anywhere in the world. It is therefore felt that little
useful purpose would. be served, by an attempted merger of these two committees,
which are fundamentally different in spite of their superficial similarity.
3. In answer to the second question in paragraph 3 of the reference,
it is clear from your memorandum of 13 April 1948 that the relationship between
CIA-ORE and the Bureau of the Census in this matter is in the nature of

4. Witfi reference to your memorandum to AD/0SI dated 5 December 1949,
subject as above, ORE has discussed this matter with 051, which states that
it has no studies of this kind under way. 0SI suggests that such a misunder-
standLig may well have arisen because of the title of one of its units, namely
OSI is, however, taking this matter under
consideration to determine whether it has any recommendations for future studies
to be undertaken by the working unit in the Bureau of the Census.
