SUBJECT : Intelligence Support of OPC
1. I have your memorandum of 4 October 1950, subject as above,
in which you delineate certain recommendations whose objective is
to increase the effectiveness of ORE's provision of intelligence
support for OPC.
2. I am in general agreement with the recommendations contained
in your memorandum and with the provisions of the attachment thereto,
a draft of an ORE operating procedure relative to the intelligence
support of this office. I am not able to provide a detailed answer to
your memorandum at this time, and I shall not be able to do so until
the augmentation of OPC personnel in the Washington Headquarters
has advanced to a point where implementation can be carried out in
fact as well as in writing. However, I have directed my people to
establish within OPC procedures to insure more effective screening
of our requests to you, paragraph 4b of your memorandum, and to
make the fullest possible use of the official ORE coordinating
functions, paragraph 4d of your memorandum.
3. I am hopeful that within the next 90 days the augmentation
of OPC personnel will have progressed sufficiently far so a firm
OPC/ORE operating procedure can be established for the two offices.
