1. No regret that we have inadvertently caused you
embarrassment by the footnote in our Tg..iIi to the effect that
it "bas been reviewed by analysts of the Intelligence 0rgsnizatio;
of the Department of State." Although this is an accurate d scri
tion of the extent of coordination in this case, it might isply a
concurrence by ?IR which was in fact not obtataaod.
2, to the extent ICS's are coordinated at all, it is
CIA vew that they cannot to coordinated more fully than by an
exchange of view at the working-level. In c inning this
practice the footnote formula win, therefore, describe specifi-
lly the procedures followed in each case and will state also
that the Wiper has not been forslly coordinated or subsitted for
aonaurreasce.
3. It is hoped that this will correct the difficulties described
in Yvw meaorar.
