Tlie Director of Central Intelli~cnce agreed to accept on 1 October 1947
tl:e responsibility for coordinating tY~e basic intelligence studies on
f ~~rei ,~ countries .
The product of the JISPB zras an encyclopedic type study of.foreign
countries lmown as Jl~1VIS. These. iaE:re usually published in either
thirteen ar fifteen chapters. See A;?~~~endix "B" for chapter titles and
contributors.
On 1 July 193, a directive was issued by the heads of G-2, ONI and
OSS establishing the Joint Intelligence Study Publishing Board (JISPB).
Ti~is board was established far the purpose of coordinating, editing,
-~~ublishing and disseminating one publication to be known as Joint Army-
~;svy Intelligence Studies (JAMS) .
JISPB was an agency of the Joint Chiefs of Staff (JCS), under the control
of the Joint Intelligence Committee (JIC) and the Joint Topographical
Subcommittee (JTS). See Appendix "A". The board was composed of five
members, one each from G-2, ONI, State, A-2, and CCE. By basic directive,
the director was appointed by the J'TS, and the Chairman of the J'I'S was
ex-officio chairman of JISt'B. See Appendix "C".
ri'he staff of JISPB was supplied by the member agencies and during the
leak of its war-time production this staff .numbered as many as forty.
Since all JAMS material s~.s prepared for the board by contributing
org~anizati,ons the chief cost was for printing. This cost was divided
among the member agencies in proportion to the. number of copies of JAINIS
studies disseminated to them,
In September 19+5, the full.-time board. was .discontinued and was replaced
by part.-time members who met oce~:s:ionally at the call of the director.
