The minutes of the 50th meeting were read and approved as corrected. 2. Lt. Pratt's memorandum of 2 March 1944 was considered by the board and his request for a stenographer to be permanently assigned in the Production Section was disapproved. The board also disapproved his request that his section be permitted to dispatch mail not bearing the signature of the secretary of the board. 3. The matter of personnel was discussed and recom- mended that vacancies be filled by trained personnel so that the efficiency of the staff would be maintained at the highest possible level. 4. Col. Ofsthun brought up the matter of chapter responsibility, with particular reference to Chapter IV, and it was decided that the matter would be postponed until Comdr. Bailey returned, so that there would be full representation of the board. 5. suggested that a letter to Col. Biddulph be dispatched requesting the assignment of Major Dunn to duty with the JISPB, and the secretary was directed to transmit such a letter. 6. Col. Bicknell suggested that the Plans Officer give consideration to revision of the Outline Guide relative to Chapter III with the idea of breaking it into two chapters. . The secretary was directed to draft a letter requesting the contributing agencies to furnish JISPB a list of intelligence data regularly received, such as, JICPOA Bulletins, A.G.S.
