1. Attention was called to J 18 Memorandum #3 (renumbering of Chapters
V and IX).
2, Attention was called to JANIS Memorandum #4 (list of participating
personnel for JANIS of E-BU, E-AL, E-YU). Additions and corrections:
a) Responsible Agency column. Section III - Landing Places - and
Section, VIII, change Beach Erosion Board and Board on Rivers and Harbors to read
Office of Chief of Engineers.
b) Person in Charge column. Chapter! III, IV, etc.
Change - Lt. Col. Sturtevant to read IA, Col. Sturdevant.

4. Attention was called to the direotive statement that a progress
report is to be submitted to the JISPB each Monday on the state of work on
all chapters. Forms for such will be distributed as soon as possible.

? Attention was called to the change from calling the 13 portions of
tions to chapters. Outline guides are to be so marked.

6. It was agreed that the boundaries of the three countries under study
will be the boundaries in use just prior to this war.
. 7. Commander Bailey indicated that each chapter submitted to the JISPB
will be accompanied by a brief summary paragraph of that chapter. The summary
paragraphs will be tied together by the JISPB, with the aid of MIS where necessary,
for Chapter / of a -JANIS. It was pointed out that the JISPB is now considering a
revision of the chapter positions in the Outline Guide and an elaboration and
revision of the detailed outline for Chapter I.
8. Commander Bailey indicated it is understood that in a JAN18 of a
country with an autonomous air 'force both the Army Air and the Navy Air chapters
will be done by MIS. It was agreed that these chapters in any JANIS would include
descriptions of permanent units of enemy air forces operating in an occupied area.
Commander Bailey pointed out that Chapters X, XI, XII, and XIII would
be classified "Secret" when published. Filet on these topics are to be kept up to
date and publication of such data is to be undertaken only upon request to the,
JISPB.

classification through the character of the data and not the classification of the
dooument in which it occurs. In any case, attempts should be made to lower the
classification of data molded in a JANIS where such is feasible.
9. JANIS Format. The JIM has agreed on the followingi 12 1/16 by 9 1/4
inoh page sine, 2 cOlumne of text per page, offset-lithograph reproduction, water-
proof stook, pages 4-hole punched, chapters bound separately, complete JANIS bound
like ISIS, ring binder to be issued for field use of JAMS :chapters and other
standard size Army and Navy publications, 1-inch binding edge, one-fold maps inserted
in. text and larger maps in jacket, first nine chapters to be published but no
appendices, to be published (except that on beaches) until JISPB requests.
10. Commander Bailey called for suggested changes in Outline Guide. -
Lt. Colonel Anderson pointed out apparent duplication in paragraphs of
Chapter IX. Lt. Colonel Cutts indicated that original plan called for brief and
non-technical text in paragraph 93, detailed and technical text in appendix. The
OSS and the Surgeon General!s Offioe will work together to prevent any unnecessary
duplication. ?

Lt. Colonel Bturdevant questioned the reference in Chapter XII,
paragraph 123. It wee agreed that data on 123 a IP, and c would be presented.
In addition, a crass reference to Chapter VIII 411 be made. Care, be taken

asked how closely the Outline Guide is to be followed.
Flexibility of the Guide was emphasized; ohapter and paragraph heads should be
followed and interpretation should be liberal thereafter. Points listed under
paragraphs should serve only as guide to type of information to be ineluded, where
such is available.
It was agreed in cases where paragraphs ?ailed for data not available
or Applicable to an area under study that paragraph numbers and heading' would be
entered and followed by No information available, "Not 410P1icab1e" or a eimilar
statement.
It was pointed out that possible seaplane anchorages should be given,
where possible in Chapter XIIL
11. Commander Bailey requested information on dates -when JISPB would
receive final drafts of chaptere. The following were reported:

Sub-committee was working on standardization of JANIS maps and the selection of
maps for the first three studies:. The sub-committee mill distributea list of
maps to be included in each JANIS as soon as selection is completed.
