The JIS has reviewed the subject report and recommends that the Joint Intelligence Committee accept the recommendations of the Joint Topographical Subcommittee in paragraph 9 of the enclosure. To establish new publishing schedules and priorities for Joint Army Navy Intelligence Studies (JANIS) in the light of present capabilities and limitations of contributing agencies. FACTS BEARING ON THE PROBLEM 2. (See Appendix "B") . DISCUSSION (See Appendix " CONCLUSIONS 4. Problems arising from latest budgetary restrictions and personnel ceilings placed upon agencies contributing to JANIS make some modification of the present production schedule necessary. Formulation and implementation of any long range JANIS program must be a decision of highest authority prepared to back up the program with the budgetary allowance and the personnel ceilings required.. 5. The priority that work on JANIS is to receive in each contributing agency should be established by highest authority to insure meeting any new schedule. 6. The Intelligence Division, WDGS, at present :j, capable of producing only three (3) JANIS per year d.ue to a shortage of personnel-authorized its Topographic Branch. The Joint Topographical Subcommittee should be authorized: a. To make modifications in the schedule, subject to the concurrence of the Joint War Plans Committee, as may from time to time be necessary for publishing efficiency or to meet the requirements of joint planning. b. To make changes in the outline guide and general com- position of JANIS, as published heretofore, as may be war- ranted by the experience of the Joint War Plans Committee, the Joint Logistics Plans Committee, and other users of JANIS. .8. The Basic Directive of the Joint Intelligence Study Publishing Board (JISPB) should be implemented'by establishing the proportioned complement of professionally qualified person- nel to enable the JISPB to process the number of studies schedules. RECOMMENDATIONS 9. That the Joint Intelligence Committee: a. Approve the publishing schedule and priorities in the Annex to Appendix "A" as a guide to the production of JANIS and similar jo'.nt topographical studies. b. Take steps to correct the production capacity of those contributors whose port.:..ons of the production schedule .delay complet.-on of the schedule and where implementation of this decision requires, recommend appropriate action by JCS. c. Authorize the Joint Topographical Subcommittee to make such modifications in this schedule, subject to the concur- rence of the Joint War Plans Committee, as may from time to time be necessitated by publishing efficiency or the require- ments of joint planning. Authorize the Joint Topographical Subcommittee to make such changes in the outline guide and. general composi- tion of JANIS, as published heretofore, as may be consistent with postwar emphasis in joint planning and as may be war- ranted by the experience of the Joint War Plans Committee, the Joint Logistics Plans Committee, and other users of JANIS. e. Contingent upon all agencies meeting the schedule set forth in the Annex to Appendix "A" implement paragraph 6 of the Basic Directive of the Joint Intelligence Study Publishing Board by establishing the proportioned complement of Professionally qualified personnel to comprise the working organization of JISPB as shown in Appendix "E". f. Note that in order to maintain the schedules in the Annex to Appendix "A", (1) the priority that work on JANIS is to receive in the contributing agencies must be established by highest authority, and (2) in some instances, an increase in personnel authorized and augmentation of depleted. staffs will be required. g. Note that in order to accomplish any firm JANIS pro- gram it will be necessary to approach the problem on a long term basis reconciled with the realities of peacetime budgetary considerations affecting the ability of each contributor to produce JANIS. The present commitment of six JANIS per year can only be accomp;ished by assurance to each contributor that the organization required will be made available to each contributor now and maintained as a long range program. h. The Joint Intelligence Committee approved a schedule for production of Joint Army-Navy Intelligence Studies (JANIS) which was an abstraction and modification of the production and priority schedule for joint topographic intelligence studies and basic research submitted by the Joint War Plans Committee in Its memorandum of 28 December 1945, the JWPC recommendation hav.i..ng the approval of the Joint Staff Planners. 2. The Joint Staff Planners accepted as satisfactory the schedule, but made two modifications and added a. request that partial JANIS studies be completed simultaneously with the schedule approved by the Joint Intelligence Committee. 3. The Joint Topographic Subcommittee, a subcommittee of the Joint Intelligence Committee which assists the JIG in matters regarding topographical and other static intelligence studies, made a survey of agencies contributing to JANIS to determine, in the light of latest budgetary restrictions and personnel ceilings, the present maximum capabilities of these agencies 'to more nearly meet the request of the Joint War Plans Committee for JANIS studies. 4. Based on this survey, the Joint Intelligence Committee, with its present capabilities, can provide only the schedule of JANIS and partial JANIS listed in the annex hereto. Any change in the present capabilities of any contributing agency will be reflected in the schedule. 5. The Joint Intelligence Committee requests the Joint Staff Planners to ascertain whether the JANIS production schedule in the Annex will meet their minimum requirements for joint planning. The Joint Intelligence Committee established publishing schedules and priorit:.es for Joint Army-Navy Intelligence Studies (JANIS) through the fiscal year of 1947 in response to recommen- dations of the Joint War Plans Committee. This schedule calls for the production of six (6) JANIS per year. 2. The Joint Topographical Subcommittee on 26 July 1946 com- pleted a survey of JAN-IS contributors* to determine, in the light of latest personnel ceilings and budgets, the capacity of each contributor to meet the schedule of studies established by the Joint Intelligence Committee and the modifications re- quested by the Joint War Plans Committee (See Appendix "D"). 3. The staff of the Joint Intelligence Study Publishing Board (JISPB) which processes JANIS has been reduced through military release and civilian resignation from 44 to 20. 47 -Memo for Contributors to JANIS, dated 10 July 1946. The Joint Intelligence Committee approved an adjusted list of three (3) JANIS studies to be prepared by 1 July 1546. However, the following chapters had not been completed by, 1 August 1946: a. JANIS 40, European U.S. S.R. -- * b. JANIS 312, Argentina -- Chapter I, Brief**: Chapter II, Military Geography; Chapter III, Oceanography; Chapter VII, Transportation and Telecommunications; Chapter VIII, Cities and Towns; Chapter IX, Resources and Trade, and Chapter XIII, Gazeteer and Map Appraisal. c. JANIS 71, Central China -- Chapter I, Brief**; Chapter II, Military Geography; Chapter V, Climate and Weather; Chapter. VII, Transportation and Telecommunications; Chapter VIII, Cities and Towns; Chapter IX, Resources and Trade, and Chapter XIII, Gazeteer and Map Appraisal. Delay in completing the chapters listed above is caused by a shortage of technically qualified personnel and, in some in- stances, by the necessity of devoting available time and personnel to higher priority work within the agencies. Manu- scripts for these chapters, excepting Chapter II***, are promised by 15 October 1946. The delayed completion of these three (3) studies will in turn delay the schedule established by JIC. This delay is estLmated at four (4) months. :C revised the schedule to authorize an extension of six (6) months for JANIS 40. All contributors except the Intelligence Division, WDGS, have indicated they can meet the new deadline of 31 December 1946. Topographic Branch, ID, indicated the following target dates for Cha ter II: JANIS 40, 1 July 1947; JANIS 312, 1 November 1916; JANIS 71, 1 April 1947. All contributors, excepting the Topographic Branch of the Intelligence Division, WDGS, and the Joint Meteorological Com- mittee indicate they can meet the schedule in column headed "All Chapters Except II and V" in the Annex to Appendix "A". (Topographic Branch, ID,, reports its maximum capacity to pro- duce Chapter II as three (3) studies per year, and the Joint Meteorological Committee reports its maximum capacity to produce Chapter V, Climate and Weather, as four (4) studies per year.) This schedule calls for a minimum of six (6) studies per year, and will provide for the full and partial JANIS requested by the Joint War Plans Committee with the exception of a JANIS on the continental United States. 3. The Joint Topographical Subcommittee in its 90th meeting approved in principle the desirability of a JANIS on Continental United States, but reported that facilities do not exist within the present contributing agencies to prepare this study. 4. One of the obstacles to formulating and implementing a -firm JANIS program and production schedule lies in the inability of contributing agencies to provide for this program in their budgetary requirements. Contributors that can produce JANIS with a minimum addition to their internal work load have been able to meet a requirement of six or more JANIS per year, whereas those contributors which require additional personnel beyond the internal requirements of. the agency concerned in order to produce JANIS have been unable to carry a proportional JANIS production load due to budgetary cuts. 5. Some agencies have suffered from voluntary attrition of skilled professionals who, with the present uncertainty as to the peace time intelligence program, requirements, and long term subsidy of the program, lack the security in government employ which they are obtaining by return to private or scholastic SECRET - 8 Appendix "C" Approved For Release 2001/08/26 : CIA-RDP79-01147A000100070016-4 Approved For Relell6 2001/08/26: CIA-RDP79-01147A000070016-4 S E C R E T employment. As a result, contributors are suffering a reduction in the quality of their authorized strength and finding it increasingly difficult -to recruit, qualified personnel for vacancies as they become available or to improve the quality of their staffs. 6. Retention by the contributors of the professional personnel required to produce JANIS in the quality and quantity required will be governed almost entirely by the security offered these =professionals in government employ compared to that offered them in other fields. In peacetime, personal considerations of security are of primary importance to individuals, and the patriotism and sense of duty which obtained during the war, as well as unlimited government support, no longer are pertinent. Once these personnel are lost to the contributors it is out of the question to obtain their services for spot assistance or temporary employment as consultants in meeting the present program. In time of real emergency, lag in recruitment of these qualified personnel to their former positions may have disastrous results to our intelligence and war.potential. 7. In addition to personnel problems in the contributing agencies the staff of the Joint Intelligence Study Publishing Board (JISPB) which processes JANIS and prepares Chapter I has been reduced through military release and civilian resignations from k to 20, the greatest decrease being in the category of editors and draftsmen. With its present staff of 20, JISPB can process four (4) studies per year. To meet the schedule of six (6) studies per year, the addition of'a minimum of six (6) editors, two.(2) draftsmen, one (1) proofreader, and one clerk-typist, will be required (See Appendix "E").
