To study reclassification on JANIS to insure their maximum use by agencies of the U.S. Government. b. To determine the number of each study available for distribution. c. To determine the disposition of remaining studies. FACTS BEARING ON THE PROBLEM It is not believed advisable to lower the classification of current JANIS studies below that of CONFIDENTIAL. Certain wartime studies have already been lowered to RESTRICTED. 3. Libraries of most Government agencies do not have facil- ities to handle confidential material. Distribution of confi- dential material can be made to research personnel who have undergone security check. 4. One of the functions of the Security Advisory Board, SWNCC, is the establishment of security requirements and pro- cedures for clearances of civilian officials to receive classi- fied material from the War and Navy Departments and the Joint Chirefs of Staff. Therefore, JANIS may be disseminated to non- military agencies of the Federal Government provided that they are processed through the Security Advisory Board, SWNCC, who deal with the key security officers in the various agencies. 5. Joint Security Control has approved distribution pro- vided it is processed through the Security Advisory Board, SWNCC. 6. The number of JANIS at Army Map Service and at N-ivy Regis- tered Publications Section is shown in Appendix "A". The publications are normally classified confiden- tial but some studies have been reduced to restricted. The studies are detailed monographs written by research personnel of several agencies of the Federal Government. The following list of chapter titles suggests the coverage of these studies. Chapter I Brief (Summary of Chapter VII Transportation and Entire Study) Telecommunication Chapter II Military Geography Chapter VIII Cities and Towns Chapter III Oceanography Chapter IX Resources and Trade Chapter IV Coasts and Landing Chapter X People and Government Beaches Chapter V Climate and Weather Chapter XI Health and Sanitation Chapter VI Ports and Shipping Chapter XII Aviation Chapter XIII Gazeteer and Map Appraisal The chapters are bound individually and each is extensively illustrated with photographs and maps. In addition, a separate pouch of large maps is included with most studies. The Joint Intelligence Study Publishing Board desires to make these studies of maximum use to agencies of the Federal Government within the limitations imposed by military security. It is requested that the above information be brought to the attention of research of other agencies within your department. In the event further information on or access to these publica- tions is desired by your department, it is requested that your agency communicate with the undersigned.
