JANIS MEMORANDUM #5

Subject: Preparation of photographic material, charts, plans and
diagrams for inclusion in JANIS.
1. Each contributing agency will select the necessary photos to
illustrate the text which that agency is required to submit.
2. In this connection attention is invited to the fact that charts,
plans, diagrams and photographs aid materially in the presentation of a subject
and frequently save many printed words. In view of this fact, ample photographic
coverage is desirable.
3. Photographs to be of value must be carefully selected to illustrate
the subject matter, and the captions of these photographs should be expressed in
concrete terms using military or naval phraseology wherever applicable. Excess
verbiage is to be avoided, but the captions should exactly describe the subject.
4. Dates should be used whenever possible.
5. The arranging of photographs is most important, and it is desirable
that they appear with the text to which they apply, and considerable thought
must be given to an orderly manner of presentation. For example:
a. Using photographs covering a port the following plan might prove
desirable: First, views of the town should be shown from a distance, that is,
aerial views, panoramas from the sea and views from landward. Second, views
shown should be those depicting the harbor and port facilities. Third, the views
would then cover the important streets of the town, vulnerable bridges, etc.
Fourth, the views would next show the types of building construction and the
important buildings such as power plants, gas works, radio stations, water works,
barracks, etc.
b. Photographs covering terrain could be easily located if they were
numbered, the said numbers appearing on a sketch map at the points where the
photographs were taken. This map could accompany the text.
c. Photographs depicting roads could well be handled in a similar
manner as in 'b' above using a road sketch or sketches instead of the sketch map.
On this road sketch it might be possible to indicate route numbers, vulnerable
bridges, cuts, fills, tunnels, etc., by appropriate symbols, as well as
indicating the points from which the photographs were taken.
