On academic consultants, I have made the following ateement In general, we should bear in mind that the Agency has something more important to many able young professors than money for external research contracts. It has information, a great deal of which in unclassified. Automation will separate unclassified information from classified in a way we cannot now afford to do in response to requests from scholars. We should plan and experiment cautiously with ways and means of sharing our reputedly unique store of information with accept- able members of the new generation in the universi- ties who will associate themselves with us on a WAE basis. (Wee have a China specialist in hand on this basis--and in prospect a political scientist doing work on elites in Eastern Europe and Latin America, similar to Biographic Register's ADP project on Soviet elite.) 5. I made the following statement on the conduct of DDI employees active In the academic community as students or teachers: All DDI personnel who teach (part-time) at locaT universities are now under instruction to inform the university's administration of Agency affiliation. In relations with their students, DDI teachers are instructed to be forthcoming about their Agency affiliation if questioned. There is no reason why any full-time or part- time DDI student should use or need cover. As far as can be determined, no DDI students are using cover other than "U.S. Government," and when this is used the student known that he should respond "CIA" to further questioning.
