SUBJECT: Telephone Conversation With Donald F. Simpson, Assistant
Secretary for Administration, HEW, on 10 June 1966
1. Mr. Simpson called to inquire whether we had any response
from the Bureau of the Census. I reported that Dr, Taeuber said
today the Director of the Bureau of the Census felt that the matter
had to be referred to the Secretary of Goirrmerce and that this would
be done early next week.
2. Mr. Simpson then said that the thing that concerns him is
getting the RIF started and who is going to pay for it. I replied
that we were certainly nut going to pay for it. He countered with,
"I think you should", and followed this by saying that "We would
not have hired these people to do NIS work had it not been for your
Agency's placing the requirement on us." He then reported that he
understood that Mr. Helms was having a 5:00 p.m. meeting with
Secretary Gardner today and wandered whether an item of their con-
versation was to be the NIS work done by HEW. I reported that I
did nut know the subject of Mr. Helms' discussion with the Secretary.
