MEMORANDUM FOR: Deputy Director for Intelligence
SUBJECT Geographic Intelligence Support for
DDP Operational Requirements

1. I regret that, contrary to expectations as indicated
in referent memorandum, you will not be able to increase your
current level of analytical support to the CS. I understand,
of course, the necessity for stringent application of manpower
restrictions. Lest there be some misunderstanding, however, I
wish to express specifically my appreciation for the support
rendered to date, and to reaffirm that the various OBGI studies,
analyses, and specialist briefings have contributed signifi-
cantly to the success of our operational planning.
2. Much of the support OBGI has given us in the past has
been in response to priority requirements. We are aware that
the deadlines for these requirements invariably have been met
even though such rapid reaction has required the shifting of
personnel from other projects and considerable overtime. I
assure you that, for our part, we will continue to be as
realistic as possible in setting these crash deadlines, and
will keep you informed of changes in priorities.
3. In the field of longer-range studies and basic research
on potentially critical areas--what could properly be called
contingency work--there have been understandably long time lags
between initial request and eventual delivery. Since there is
to be no relief for this situation, we will simply have to live
with it and attempt to give you as much forewarning as possible
when there is a shift and an area or situation becomes currently
critical.
4. As requested in your memorandum, we are reviewing all
outstanding OBGI requirements and reassessing current needs.
