Insure -- within available resources -- that the NIS Program effectively and efficiently meets the specific requirements of the Government for authoritative, coordinated, on-hand basic national intelligence: a. By sufficiently comprehensive yet flexible production planning and scheduling to assure timely NIS support for changing world situations and priority interests. b. By systematic maintenance of NIS to meet user needs for contingency coverage. c. By developing -- as feasible -- more rapid and less costly procedures for production and updating of the various NIS elements. 2. As part of a periodic assessment of user requirements, develop an effective mechanism for consumer feedback along with a procedure for systematically informing current and potential users of the content and coverage of NIS, and of changes therein, in order to promote fullest utilization of NIS products. 3. For purposes of long-range planning, continue to assess the implications of computer technology for basic intelligence in general and for the NIS in particular. B. New or Anticipated Developments As a result of recent study of the issues involved in the recommendations contained in the "Survey of the NIS Program" the DDI has selected a more limited alternative to the recommendations and has instructed the Director of Basic and Geographic Intelligence to take steps necessary to implement the alternative. General Survey a. NIS producing offices have been requested to review the NIS General Survey outline guides covering their production responsibilities (as well as their own detailed supplementary instructions to analysts) with a view to refocusing the General Survey. It is intended that the content will emphasize the overview function by further streamlining of presentation -- deemphasizing transient or perishable detail and concentrating on those relatively enduring factors which are distinctive of particular country situations, which condition and reflect their peoples and institutions, and which tend to set parameters for change and development. In addition, certain coverage which now primarily responds to specialized needs of particular users will be recast to increase general interest content and to achieve closer relationship with related coverage appearing elsewhere in the General Survey. b. Plans are underway on an experimental basis to publish the General Survey in a separate-section format. User reaction to the experiment will be solicited. Separate section publication would simplify periodic revision of individual General Surveys since units dealing with aspects of the situation that have changed markedly can be revised without having to redo at the same time those units dealing with more stable topics. Separate section publication would also simplify security classification problems, particularly the release of individual units to foreign governments when parts of the Survey may include NO,FOREIGH DISSEM materials. 2. Supporting Sections a. Section 41 (Population), Section 42 (Characteristics of the People), Section 43 (Religion, Education, and Public Information), and portions of Section 44 (Manpower) and Section 46 (Welfare) will be consolidated into a single, integrated (titled Social Characteristics) on selected countries in which social development is of such clear interest to the United States as to require more comprehensive and detailed treatment than is feasible in the General Survey. Section 61 (Agriculture, Fisheries, and Forestry), Section 62F (Fuels), section 63 (Minerals and Metals), and Section 65 (Trade and Finance) will be discontinued. Results of the NIS User Survey indicated that these economic sections were among the relatively less used NIS products. c. Section 57 (Subversion and Insurgency) will be discontinued in its present form and published as an annex to the General Survey, thus minimizing duplication between the Section 57 and the General Survey and achieving a net overall reduction in production workloads. d. Certain NIS publications found to be of limited interest or providing coverage available in other published sources will be discontinued. Section 36 (Merchant Marine), Section 37 (Civil Air), Section 22 (Coasts and Landing Beaches), and the proposed new Upper Air Atlas are under examination in this regard. e. The general interest content of NIS sections now heavily slanted towards narrow military requirements will be increased. By generalizing discussion of highly specialized topics and by combining those whose contents are interrelated, the needs of a wider group of users will be met. Oceanography, Typography, Railroads, and Highways are under examination in this regard. 3. EPIC Currently, over 50% of NIS is being printed in the EPIC system. While its computer programs are still in the developmental and debugging stage, EPIC is operational and is being steadily improved. Plans call for 100% EPIC production beginning 1 January 1970. It is expected that about 50% will utilize tape produced by contributors; the remainder will be keyboarded by OBGI or PSD. DDP and DIA will be the only contributors not producing tapes; however, the prospect for early DIA conversion to tape production seems favorable. C. Resources Required A total of 79 OBGI personnel (ED-34, PD-28, CD-17) will be 25X1A1a required in FY 1972 for production, review, and processing of NIS. In addition, approximately- in OBGI external contract funds will be required for NIS production by non-USIB agencies. During FY 1972-76, it is estimated that some- per year will be required 25X1A1a for new or replacement equipment utilized in the EPIC system. Last year's Program submission remains a valid description of this element. 2. Intelligence Map Program (IMP) a. New or Modified Objectives Last year's objectives, as modified by the changes in Program Plans below, remain valid. b. Program Plans 1. Approach Twenty additional sheets covering Poland were requested by OSR in support of a joint CIA/DIA project to assess the strength of Soviet and Warsaw Pact ground forces and their threat to NATO. These sheets are to be completed and delivered by the end of FY 1971. As now rescheduled by TOPOCOM (AMS), the delivery of China- Mongolia base maps to CIA for intelligence input will in large part also be complete by the end of FY 1971, representing a delay of one year in DoD's production. The schedule for USSR base maps continues to show delivery to CIA by the end of FY 1972. Because of the new Poland requirement, persisting position vacancies in the Program, and heavier research demands than anticipated for some sheets of the most densely developed area of China and the USSR, a larger research backlog is being carried forward than was calculated last year. Nonetheless, we still hope to complete research on priority sheets by the end of FY 1972 and on essentially all remaining sheets by the end of FY 1973. Actual dissemination of China map sheets, following final drafting and printing by TOPOCOM, will slip into FY 1973 because of the later peaking of base map production; USSR sheets will as previously reported carry into FY 1974. Conversion of the IMP to a maintenance to ttak ivityeis effect planned to begin in late FY 1973, but in FY 1974. 2. CIA-R9P79-01154A000100010004-5 S-E-C- - -T PRODUCTION OF INTELLIGENCE Geographic Cartographic Activities A. Objectives Same as stated in Program Plans, FY 1971 - 1975. B. Program Plans Programs, as planned, remain valid. A slight decrease will occur in the NIS Program and slight changes will be required in the other Programs. 1. NIS Program As a result of the reduction in non-USIB map support and format changes in certain NIS sections produced by CIA components, a reduction of 2 man-years is planned in this activity. For FY 1971 and the period FY 1972 through FY 1976, it is believed the 17 man-years projected for these fiscal years will provide adequate support to this Program. It is estimated that 90% of the 17 man-years will be devoted to the various requirements to support General Survey production; the balance of 10% will support other NIS Sections. 2. Current Intelligence Support Program No additional changes in this Program are projected for FY 1972 through FY 1976. One person was assigned to this activity during FY.1970, as provided in last year's Program Plans. Also in those plans, two additional positions were projected for FY 1971 through FY 1975. One of these positions should be made available in FY 1971 and another in FY 1973 to support this Program because of the increasing number of projects resulting from increased emphasis in current intelligence production. 3. Automap Program This Program is a system that utilizes electronic equipment to produce maps and other forms of graphics. Because this system is a unique approach to graphic support, it is, and will continue to be, subject to evolutionary changes. -6- S-E-C-R-E-T Approved For Release 1999/09/08 : CIA-RDP79-01154A000100010004-5 Approved For Release 1999/09/08 : CIA-RDP79-01154A000100010004-5 VOW S-E-C-R-E-T As expected in 1969, ADP support to Agency components increased in the area of mechanical plotting of maps and in the graphic represen- tation of statistical information. A continuing increase is projected for FY 1972 through FY 1976. In the area of experimental development, the following were initiated: (1) a joint OCS/OBGI project to select and develop peripheral CRT and related equipment to expand the Automap System was started, (2) a floor plan layout to accommodate future expansion of automation was prepared and a request for additional space is under consideration, (3) World Data Bank II was initiated and is 25X1 D3a presently under development, (4) a study leading to the selection of a second plotter for use in FY 1971 was undertaken and a contract to determine the feasibility of using as a basic source of information for the preparation of World Data Bank III was negotiated with Adjustment of personnel 25X1A5a1 assignments will have to be made as these activities are completed. Last year's Program Plans called for the assignment of one additional person to this Program in FY 1971 and one in FY 1972. This requirement is still valid. 4. Communist China - Far East Program This Program has developed as projected in last year's Program Plans. Support to current requirements on the Far East area, the development of basic map intelligence on Communist China, and map support for the Vietnam War increased as projected. It is anticipated that countries adjacent to South Vietnam will increase in significance as de-escalation occurs in South Vietnam. Two additional compilers and one draftsman were requested in last year's Program Plans. Current estimates now indicate a requirement for one draftsman in FY 72, and only one compiler in FY 1974. 5. Other Activities Other maps and graphics requested by various components of the Agency and the Department of State nct included in the above Program categories absorb considerable man-hours of support. Requests from DDP, ONE, DDI, DDS, and the Office of the DCI are appreciable and frequently result in completion under rush conditions and for the highest components in government. The yearly trend in requests has continued upward. Resources Required Total estimated cost, Resources required to implement this Program in Fiscal Year 1971 will involve a reduction of 2 man-years in the NIS Program and an increase of 2 man-years in Programs specified above. Anticipated increases beyond Fiscal Year 1971 will require 3 man-years in Fiscal Year 1972, and 1 man-year each in Fiscal Year 1973, 1974, and 1975. 25X1 Al a Resources required to support the ADP and other technical activities during the FY 1 72-1976 period include the purchase of a microfilm plotter in Fiscal Year 1972, the annual rental of CRT e uipment the rental of Diatype phototype system and equipment maintenance in each of the five years. 25X1A1a A current review of the ADP support costs in Fiscal Year 1971 include the following: 1) purchase new plotter, 2) *rent of CRT equipment (partial ye (l1 3) maintenance of equipment. The foregoing Program Plans are predicated upon continuation of the existing structure of the Cartography Division in its present location in the Headquarters Building. A proposal for reorganizing the Division is being submitted and will be under active consideration during the latter part of Fiscal Year 1970. This proposal calls for a consolidation of six current branches into three, and the relocation of the entire Division in the Special Center. The reorganization plan, if approved, will not require additional manpower during the period Fiscal Year 1970-1976, other than that specified above. *At the time OCS transfers the CRT and related equipment to CD/BGI (now estimated to be November 1970), new space will be required (approximately 1,1+OO square feet in exchange for the current 800 square feet). It is expected that requests for Reference servicing will continue to show a normal annual increase in the FY 1972-76 period that has been experienced during the past several years. The EDP disk-oriented system for the storage and retrieval of Map Bibliographic Data continues. During FY 1972, with CRS support, the system will contain data for approximately 1+20,000 items representing all unique maps and atlases in the Map Library's Loan Copy Collection. At this time, the full potential of the system will be realized with machine-generated catalog cards, bi-weekly acquisitions lists, procurement want lists, book catalogs, lists by area, subject, and other ad hoc requirements. 5.
