I have reviewed your thoughtful response to the Inspector General's report of survey of OBGI. I am satisfied, in general, with the work under way to deal with the Inspector General's recommendations, but there are one or two matters that may warrant our continued attention. 2. I note that you ask for my support in your efforts to find more suitable quarters for the Map Library. As you are aware, the Director has made it clear that all of us must carefully examine space utilization. I will need details from you and the DDS concerning possible alternative locations for the Library before I commit myself--- on this. 3. 1 am not wholly comfortable with your response to Recom- meridation No. 14. With ceiling so tight, I question whether it is realistic to look to an increase in positions as a way of reducing overtime in the Cartography Division. There may indeed be a need for closer control over the use of graphics. Since you are fully aware of the dimensions of the problem, I am sure that I may rely on you to give it your continuing attention. 4. 1 am also uneasy about your response to Recommendation No. 24 concerning the map collection program. I. do not doubt that the customers are pleased with the items collected, but I wonder if there are not a great many marginal items among the one hundred thousand or so collected each year.. I would feel vulnerable before the Congress and the Office of Management and Budget if I were to have to defend a program for which we are unable to validate require- ments. i would like you to take another look at this situation and let me haves a report by the end Se terber on what you are able to accomplish. /s/ L.
