Subjects Geographic Attach Program
On January 20, 1971, Bill McAfee and Arthur Burt met in ny office to discuss
with me the recent developments in the matter of the Geographic Attache pro-
gram. At that time it was decided that Art Burt would informally determine,
among the partidipating agencies, the extent to which position and financial
support might be forthcoming.
The program currently operates with eight Geographic Attaches, and the above
possibilities would be planned so that that number would not be exceeded.
Ile has also met with DOD officials and they plan to con-
sult with General Bennett, Director of DIA, on the course of action which
they may be able to take.
The plan of assignment of Geographic Attaches which we would like to implement
is as follows:

This plan is currently in operation with two exceptions: (a) there is no
position now in Nairobi, and Africa is served from Washington, and (b) there
is a GA in Bonn, who would be based in Washington if the Nairobi position is
established.
We feel that State should provide at least three overseass, positions, since the
program, at the beginning of BALPA, had ten positions. This would represent a
0% field cut.
