Processing and Support Activity 1. ED received 32 manuscript submissions from USIB and non-USIB contributors during the month. Detailed breakdown by contributing agency is shown in the Appendix. 2. General Surveys on Iraq, Congo (Kinshasa), and Hong Kong and Macao were processed for publication in September. Areal coverage of the supplementary topical sections processed included nine on Latin America, five on the Far East, four on western Europe, three on eastern Europe, and two each on the Middle East and Africa. 3. Highlighting the supplementary NIS processed were initial coverage and revisions of the following topics and areas shown with dates of previous coverage: Northeast China Coasts and Landing Beaches March 1951 Communist China Ports and Naval Facilities June 1958 Nigeria Manpower January 1958 North Korea Electric Power April 1965 4. ED personnel held 33 conferences with NIS contributors to resolve substantive queries which arose during editorial processing. 25X1A9a 5. lectured to the attaches at the Defense Intelligence School 13 September on the production of National Intelligence Surveys. Planning and Development 1. To increase the utility of the NIS, the NIS Committee has approved procedures whereby classification/control designations will be applied individually to specific subsections within each element of the NIS. The new procedures will serve to indicate the level of protection required for each major internal component and to identify those portions that are unclassified. 2. The treatment of sub-Saharan tribal names to be used 25X1A9a in NIS was discussed at a meeting at the Ragazine Building on 7 September. Present for the discussion were Mr. William Berry, 25X1A9a Department of State; Mr. Robert Parkinson Bureau of the Census; 25X1A9a and the following member GD, and of ED. 25X1A9a CD, 3. Responsibility for processing Section 45 (Health and Sanitation), has been transferred from the Socioeconomic Branch to Military Branch. Health and Sanitation sections are to be produced entirely by DIA henceforth. C. Problems The three General Surveys forwarded in September were all quite late, two because of greatly delayed submissions, the third because of field delay in commenting. The later was Hong Kong and Macao, on which the consulate in Hong Kong asked for an additional 2 month's time to determine the background to and results of the violence in the colony. A very late Section 5 held up Iraq for several months, but in so doing it permitted the insertion of preliminary reporting on the effects of the Arab-Israeli war in June. Congo (Kinshasa) had problems that the involved late submission, a delay on the Summary map proof printer because of his move to Langley, and the need to update some of the material because of events that had taken place in the country. D. Miscellaneous was detached during the month ED/S 25X1A9 , a 1. to assume his new duties as Special Assistant to the Director/OBGI. had been serving as General Survey coordinator for Europe and the Soviet Bloc and alternate branch chief. The debriefing of the U.S. Ambassador from Kenya was participated in by 25X1A9a also attended the meetings of t e Middle East Institute at Georgetown University, September 29 and 30; he reported them to be of particular interest. Appendix 1. The submission of 32 manuscripts during the month brought to 94 total submissions for FY 68. This represents an increase in production for the first-quarter of the fiscal year over previous years during the same period. Included in the 94 total were 64 contributions to the General Survey.
