For the record, we would like to state that the Special Study embodying the Department of State's restrictions on international boundaries and names is intended for unclassified documents or for those few classified items which may soon be declassified or which may be released to the foreign government concerned, The Department has recognized the need for the repr- sentation of de facto names and boundaries on legitimate, classified intelligence cu s, Our intent, though not specifically stated in the special IBS, is to avoid the embarrassment to the United States Government which unclassified or foreign disseminated maps bring when de facto boundaries are utilized without proper symbols or discialmera.
