at numerous and prolonged receptions naturally require a delegation large enough
to absorb "casualities" and still continue an effective intelligence mission.
The American delegation preferably should visit the Soviet Union during the
period of relatively good observations (long days and good weather), i. e.,
from early June through August.

4. Since it is difficult or impossible for trained observers to travel in
much of the U.S.S.R., it is extremely desirable that the collection group
represented by this delegation be permitted to gain entry to critical border
zones (such as the Baltic coast) and to areas of rapid and recent expansion,
especially in the Ural Mountain district, in the Kuznetsk area and in the
vicinity of Irkutsk on the .Angara River (as indicated in Enclosure 2, Proposed
Itinerary). However, the expressed purpose of this geographic delegation
naturally requires that it spend some time in Moscow, the heart of Soviet
geographic activities, and in Kiev. Since the Soviets may haggle over the
proposed itinerary, alternative visits (such as the Donets, Tashkent, or
