Approved For Release 199 1 iG ri Lk~--RDP79-01156A000100090005-4 Office Memorandum UNITED STATES GOVERNMENT = James A. Brazmnell, Chairman of Ad Hoc Committee DATE: 30 January 1958 Exchange of Delegations. FROM s John Q. Adams, (for L. W. Trueblood) A.M.S. svsJECT: Exchange of Delegations, Geography 25X1 130a exchange,! the Soviets will visit places which, outside of most government 1agencies, have been well described in unclassified publications (American and foreign} and readily accessible to Soviet nationals or sympathetic foreign and 'American nationals; transportation facilities are ample and travel arrangements are virtually unrestricted in most areas. Conversely, American and foreign nationals find it impossible to visit many parts of the Soviet Union and their 3. The discomfort of some transport facilities, the weariness of traveling very long distances, the hazards to health posed by excessive food and drink at numerous and prolonged receptions naturally require a delegation large enough to absorb "casualities" and still continue an effective intelligence mission. The American delegation preferably should visit the Soviet Union during the period of relatively good observations (long days and good weather), i. e., from early June through August. Since it is difficult or impossible for trained observers to travel in much of the U.S.S.R., it is extremely desirable that the collection group represented by this delegation be permitted to gain entry to critical border zones (such as the Baltic coast) and to areas of rapid and recent expansion, especially in the Ural Mountain district, in the Kuznetsk area and in the vicinity of Irkutsk on the .Angara River (as indicated in Enclosure 2, Proposed Itinerary). However, the expressed purpose of this geographic delegation naturally requires that it spend some time in Moscow, the heart of Soviet geographic activities, and in Kiev. Since the Soviets may haggle over the proposed itinerary, alternative visits (such as the Donets, Tashkent, or 25X1 BOa 2 Incl. 1. Proposed Delegates 2.
