SUBJECT: Conversation with

25X1A8a 1. On 16 July, I sent several hours with discussing
relationships between and GRA and our concern with the
-program of - production and its other activities which border on
intelligence production. 25X1A8a

25X1 A8a the elemen ,s of DD P. He felt very strongly that, because of the res onsi-
bilities of - in war planning and other paramilitary activities,i 25X1A9a
and his people were in a very good position to receive requests for support,
develop the format and nature of the response to meet the specific need,
collect and collate from available intelligence publications a great part
25X1A8a of the information that would serve to answer the request, and then publish
the product as_ publication. In this process, he felt that I1111111111111111111111 25X1A9a
should not be involved in intelligence production work, but should turn
to intelligence producers in the Agency and elsewhere in government to get
the assistance the project might call for in developing new information
or more up-to-date and accurate information than is already available in
published form.
25X1A9a I. and I a eed that, in order to develop a working
25X1A9a relations i. eween outfit and the Geography Division, he will
25X1A9a instruct to consult with- on all parts of requests which involve25X1 A9a
geographic work to ascertain the best means of satisfying the request. We
also agreed that, when necessary, the Geography Division would undertake
new work or a revision and updating of previously published material on a
priority basis, since they may represent urgent operational requirements of
the various 2~ertksa of DD/P.
4. All= reports in future will indicate the authority for all parts
of the report, will be dated, and will be duly set up as an official publica-
tion. This is currently being worked on through the Agency Publications
Board.

5. The request from SAC for an examination of E&E areas relative to
atomic fallout patterns came up for discussion, and felt fairly25X1A9a
strongly that inasmuch as =had a responsibility for liaison in PM matters
with the services, the request should be handled through the
- He also indicated that consideration could be given to a possible 25X1A8a
modification of the final product to more adequately provide the kind of
material that would be most useful to SAC. This is a subject which
can discuss in some detail to arrive at a clearer under-
standing and develop better relationships. 25X1A9a

6. In addition to the above informal agreements for action, there was
considerable discussion of the role in the "gray
area" of some of its assumed ac v ties which border on intelligence pro-
duction. If I have read thoughts correctly, he is not at
all interested in having shop in any way become an intelligence
producing outfit, and will take steps to prohibit it from assuming that
role. He does very strongly believe -- and I agree -- that people responsible
for planning and mounting various kinds of PM operations should have provided
to them in precise form the best information available, and that the collection,
processing, and collating of materials to achieve this end is therefore a
legitimate and useful activity. The availability of this kind of product,
which places heavy emphasis upon the selection of materials closely related
to the problem, saves the end-user many hours of pouring over vast amounts
of published reports to get at that which he really needs.
25X1A9a
7. expressed a keen interest in discussions with
Chief, Geography Division, to develop in some detail the actual day-by-day
working relationships between the and the Geography
Division.
