Development of Hainan Island as a Communist Base SCOPE: A survey of the development of Hainan Island since the Coannunist.takeover in April 1950, covering and bringing together economic, geographic., political and military factors and interpreting their significance to Communist China as an economic and political asset, for use in expansion into Southeast Asia, and in a general war situation. f Overseas Chinese Communists in Indonesia 5SCOP : An examination of the economic and political position of these communities, and their potential for subversive activities. Particular interest would be focused on the potentialities of these groups to exert influence on the Indonesian Gavernment, affecting its stability and orientation. The project would involve consideration of the inter-relation- ships of economic, political and military data (the latter in the sense of internal security factorsj. 3. Significance of Hong ]long, in its present statusl to the Chinese Com?.uni, sts SCM; This project would determine the usefulness of Hong gong as a source of economic and military supplies, and as a meeting place of the Communist and non-Communist world. The investigation would be concerned with the inter-relationships and composite interpretation of economic, political and military factors. The conclusions of the study would be useful in any attempt to establish Communist intentions regarding Hong Song. 4. Potentialities of Tibet as a Haute for Communist Expansion SCOPE; An examination.of the geographic, psychological and cultural factors which might favor or impede Communist exploitation of Tibet as a base. It would deal with pertinent economic, political and military considerations to the end of establishing the strategic value of Tibet to the Communists, and determining the bases for Indian apprehensions regarding Tibet. 5. Guerrilla Forces and Other Dissident Groups on the Chinese Main]zan SCA study designed to identify these groups, their leaders, numerical strength, and loyalties. It would attempt further to show where they were based, and the resources of those base localities. The project, therefore, would combine military, geographic, economic and political data. Food-Su=3,v As A Determining Factor in Viet Minh Military Operations SCOPE: Examination of requirements and sources of food; of adequacy in terms of maintaining military effectiveness of armed forces and constancy in political support of the Viet Minh civilian population. . 7, Font. Location and Patterns of CgMMj ist Guerrilla Activities in Korea SCOPE; A study having concern for the strength, location, organization and nature of guerrilla operations; for the nature and sources of political support.,, and effectiveness in political activities; for extent and sources of military and civilian supply, especially food; and for their military, political, and economic vulnerabilities to pressures and subversion. 8. India's Potential For Leadership Among Far Eastern States SCOPE; In examination and assessment of the inter-relationships of political, economic, geographic and social - especially ethnic and religious - factors as they bear on India's ability to develop a position of regional leadership. 9. Permanent Factors Determin.ng the Long-term Course of China's Orientation SCOPE; An examination, analysis and evaluation of inter-related political, economic, psychological, sociological and geographic factors that will affect China's orientation. The project would have particular concern for ways in which these inter-related factors are subject to influence or manipulation by both friendly and unfriendly forces.
