Attached is a draft report on the requirements and facili ies of the United States Government for foreign economic intelligence related to the national security, prepared in compliance vrith the memora:idun of March 3, 1950 from the vbcecutive Secretary of the National Security Council to the Director of Central Intelligence. The report consists of a text and the following appendices= A. Text of the NSC Memorandum of March 3, 1950 $. Require:nents of the United States Goverment for Foreign Economic Intelligence Relating to the National Security C. Part I - The Primary Foreign Lconomic Information Interests of Certain Goverment Agencies (Tabulation by Categories of Data) Part II m The Primary Foreign Economic Information Activities of Certain Government Agencies (Tabulation by Agencies) 2. Part II of Appendix C is of such size that sample sections only are forwarded at this time. We feel that Appendix C might be developed, at a later stage, into a handbook for use by economic analysts in various departments and agencies. It would, of course, be checked in detail with the agencies concerned before formal publication. 3. This draft report has been sent to the members of an ad hoc working group representing the IAC agencies and ECA for their`camiaent.
