MEMORANDUM
TO: Chairman, Economic Defense Intelligence Committee
FROM: Chairman, Working Group on Propellents and Fuel Additives
SUBJECT: EDIC Seminar on High-Energy Fuels
1, A "Propellents Seminar," under the auspices of the EDIC
Working Group on Propellants and Fuel Additives,, is scheduled to
be held on 13-14 June in the CIA Orientation Room, Central Buildings
The purpose of thissss+minar is to provide intelligence officers and
US officials concerned with export control programs with a working
knowledge of the strategic materials and production equipment re-
quired for missile propellents and other high-energy fuels, The
Defense member of the Working Group, in collaboration with the Office
of the Assistant Secretary of Defense for Research and Development,,,
has arranged for two government-contract groups, the Battelle Memorial
Institute and the Solid Propellent Information Agency, to make the
actual presentations. A transcript of the seminar proceedings will
be made,
2, Late in 1955, in response to an EDAC request, EDIC completed
an evaluation of the strategic significance and military uses of
boron, Subsequently,, EDIC was asked to study various other materials
of possible significance in the development of high-energy fuels,
After the completion of the original boron paper, the Working Group
on Propellents and Fuel Additives decided on a propellents seminar
as the most efficient way to establish a common working basis among
technical staffs, intelligence components, and action agency officials
concerned with high-energy fuels in the export control context,

are attached,

memorandum appropriate circulation in their respective agencies
