1, Mr. Hale made essentially the same points with rerArd to the
enforcement aspect of the work of this agency as had }Jiro Hanson in an
earlier interview.

especially in Southeast Asia,: that the reports fror our, diplomatti, ia$ions
often were correct and informative but too often were wafter the fact',
thet is too late to be of any use as a basis. far action with the gortk-
ments concerned to prevent the shiinents of strateric materials to the
Soviet Bloc. Mr. Hale cited several specific instances of such illegal
trade movements especially of rubber. frcrA Burma and liadonesia, lb
emphasized the. need for covert intelligence which could be used to
develop a situation to a point where it would be possible for the Me
to take action with the foreiEn government concerned.
