Hijacking of Lufthansa Airliner
Palestinian terrorists hijacked a Luf-
thansa Boeing 727 carrying 20 other persons
on a Beirut to Istanbul flight early on 29
October and succeeded in obtaining the re-
lease of the three surviving Black September
Organization (BSO) terrorists seized by West
German authorities for the.murder of the
Israeli athletes at Munich in September. The
hijackers told the Lufthansa pilot that they
were also members of Black September. Thus
far there is no corroboration of their claim,
but it is interesting to note that in late
September a BSO spokesman was quoted by the
West German magazine Quick as saying that the
organization planned to free the three men
"before the end of the year," and he added
that "the sky is full of German aircraft."
The West German decision to release
the Munich terrorists was quickly and
easily taken for two overriding political
reasons. The West German political parties
currently are on the last laps of a close
election race; in the wake of the Munich
tragedy, no party is in a mood to risk the
lives of more hostages. Secondly, the trial
and presumed sentencing of the terrorists to
lengthy imprisonment (West Germany has no
death penalty) would have left West Germany
and its interests abroad particularly vul-
nerable to Arab terrorists for an indefinite
period. Thus, West German officials welcomed
an excuse to rid themselves of an embarrass-
ment and remove themselves. from the Arab-
Israeli line of fire. In so doing, they were
even willing to raise Israeli-ire, something
Bonn for historical reasons normally is care-
ful to avoid.
Jordanian officials are taking a dim view
of the West German decision. They told U.S.
Ambassador Brown in Amman that the freeing of

the terrorists is bound to encourage the
BSO, especially in its; ef,fort:s to recruit

Arrest of Arab Terrorist Courier
Ribhi Hallum, a Palestinian from the West
Bank, was arrested by Dutch authorities on 23
October 1972 after examination of his luggage
revealed possession of 2.1 letter bombs, explo-
sives, and pistols. Hallum was travelling on an
Algerian diplomatic passport which listed his
address as Rio de Janeiro. Hallum claimed to
be a counsellor at the Algerian Embassy in Rio
in charge of Palestinian affairs. After inter-
rogation, Hallum was released by the Dutch
authorities on 24 October and boarded a flight
for Rio via Frankfurt. His luggage was impounded
by the Dutch authorities. After arriving in Rio,
Hallum, along with an individual claiming to be
his brother, were arrested by Brazilian police.
Both are under interrogation. Among the papers
in Hallum's luggage were lists of potential
letter bomb addressees. (Comment: Preliminary
information gives credence to the hypothesis
that the names on the letter bomb mailing list
were selected by the Arabs on the basis of the
individual's prominence in either Israeli or
Jewish affairs in the country of residence.)
Hallum's papers also included names of
various individuals in different countries in
Western Europe and elsewhere who were author-
ized to receive monthly payments of $250 each
from the Palestine Liberation Organization
(PLO) plus cryptic indications of PLO organiza-
tional activities in a number of Latin American
countries. These individuals and activities
are being investigated and the documents seized
are being translated.
As a result of Hallum's detention, Algerian
President Houari Boumediene is especially con-
cerned that foreigners holding Algerian passports

will be apprehended in terrorist activi-
ties. He has instructed the Directorate
of International Studies (DEI), which is
responsible for Algerian aid to liberation
movements, not to issue Algerian passports
to anyone if there is reason to assume the
individual may commit a terrorist act at
some future time.

Letter Bomb Use Is Spreading
In addition to the 21 letter bombs found
in Ribhi Hallum's luggage on 23 October, over
80 letter bombs have surfaced from mid-September
to the end of October 1972. Sixty of these were
mailed in mid-September from Amsterdam.
A total of 12 letter bombs were found
during the week of 24-30 October; five of
them exploded, injuring at least eight persons.
Nine of the devices had been mailed from
Belgrade, Yugoslavia, and most of these were
addressed to Palestine Liberation Organization
(PLO) officials in Cairo, Tripoli, Beirut, and
Algiers. The other three devices were mailed
from within Israel and were addressed to
President Nixon, Secretary Rogers, and Secretary
Laird but were intercepted by Israeli authorities.

Argentina
Ten extremists who escaped from jail in
Argentina in mid-August, hijacked a plane to
Chile, and were sent on to Cuba on August 25
reportedly plan a return to Argentina in the
very near future. A leader of the Trotskyist
People's Revolutionary Army, privately claimed.
that one of them, a member of his organization,
will return in late October or early November
and lead a party in a bank robbery one week
later. The institution from which they hope
to take 3,000,000 new pesos (about U.S.
$300,000) is "somewhere on the outskirts of
northern Buenos Aires."
There is reported discussion within the
Guatemalan Communist Party and an associated
group, the Rebel Armed Forces, on reprisals
for the arrest of leaders on September 26.
While no decision has been reac.aed, discussion
has concerned possible kidnappi:zg and inter-
rogation of police officials, a:zd/or assassina-
tion of leading military officers in Guatemala
City, U.S. military officers, a:zd some 50 rural
landowners. Foreign diplomats have been previ-
ously mentioned as targets.
The Israeli Ambassador to Aaiti informed
Haitian officials of a confidential, reliable
report in his possession that Palestinian guer-
rillas plan to kidnap a Jewish child "somewhere
in Latin America" and that Haiti is a strong
possibility. (The Haitian officials have ordered
tighter security at the international airport
and assigned bodyguards to certain Jewish
families.)

The German Ambassador in Kingston has infor-
mation that an attempt will be made by Arab ter-
rorists to kidnap a German Ambassador and/or the
children of an Israeli representative in Latin
America on October 30. (Police in Jamaica are
guarding both the German Ambassador and Israeli
honorary consul.)

Threat Against King I-Iusayn of Jordan
Fatah's Black September Organization
(BSO) is planning to use a woman named Randa
(LNU), described as the most beautiful and
most dangerous woman in Fatah, to assassinate
King Ilusayn of Jordan. Randa is identified
as a person who spent a year in prison in
Israel and recently had come to Beirut.
Israeli authorities confirm that one Randa
Ibrahim Nimr Nabulsi was imprisoned in March
1969 for participating in terrorist activity
in the Jerusalem area. She was released
after one year and entered Jordan in Septem-
ber 1971.
Training of Arab Terrorists by the Black
Panther Party Tin_Algi.ers
Five Palestinian commandos, described
as "African blacks," are reported to be
training with American Black Panthers in
Algiers for the purpose of learning idioms
and mannerisms of black American soldiers.
The commandos were to hijack a Lufthansa
aircraft to secure the release of the three
Arab terrorists jailed in Munich. There
has been no confirmation of this report,
nor any further information regarding pos-
sible re-targetting of the group as a. con-
sequence of the successful Lufthansa hijack
of 29 October 1972. (Comment: A knowledge-
able source in Algiers considers these
reports "unrealistic" in light of the low
esteem in which the Black Panthers are now
held by both the Algerian Government and
the Fatah representative in Algiers.)

Bombing of French Consulate in Zaragoza, Spain,
by Basque Nationalists
Persons claiming to be members of the Basque
nationalist organization, Liberate the Fatherland
(ETA), set off a bomb in the French Consulate in
Zaragoza, Spain, on 2 November 1972 after tying
the Honorary Consul, his secretary and another
employee. The bomb exploded shortly afterwards
setting the Consulate building on fire. The Con-
sul subsequently died of burns.
Leaflets circulated on the campus of Zara-
goza University on the day of the bombing claimed
that a group called the "Collective of the Hammer
and Sickle" was responsible for the bombing. The
leaflets also claimed that the attack was made in
reprisal for recent French measures curtailing the
movements of exiled Spanish Basques in southwest

Discovery of Weapons Cache at Rome Airport
The Italian police discovered four attache
cases containing sub-machine guns and hand
grenades at Rome's airport on 26 November. The
attache cases apparently were abandoned by a
band of would-be hijackers who gave up their
plans after seeing that all passengers are
required to pass through a metal detector before
being allowed to board a plane. The serial
numbers had been filed off all the weapons but
the serial number of one of the weapons is still
legible and police are now checking it out. The
attache cases belonged to four Libyan travelers
who arrived in Rome on 25 November from Tripoli
via Lufthansa enroute to four different European
destinations: London, Madrid, Paris and Belgrade.
All four departed Rome 2100 hours, 25 November
for Cairo on a Sudanese Air Line flight. Data on
the four travelers is being sought. (UNCLASSIFIED)
