The bomb, which was hidden in the roots of, ivy plants growing up the embassy wall, did little damage and caused no injuries. Shortly after the explosion the United Press International news bureau in Miami reported that a man who identified himself as "The Cuban Scorpion called and claimed credit for the bombing. The caller stated, "We are responsible for the explosion at the Costa Rican Embassy.... Our goal is to punish anyone who recognizes Cuba." The Associated Press news bureau in Miami also received a call which was substantially the same from a caller identifying himself as "The Scorpion." A group calling itself the Scorpion claimed credit for the 10 May bombings at the Aeroflot office and the Mexican Embassy in Washington, D.C. Although it is not clear which Cuban exile group is responsible for the explosion, the Cuban National Liberation Front had been discussing possible attacks on Costa Rican targets, which were to take place during the OAS meeting in San Jose. (See the 15 July issue.) A detailed analysis of the bomb has not been received, but given the apparent small size of the bomb it seems likely that it was not intended to cause much damage. The conditions-for the release include posting a 30 million lire bond and signing a promise to remain in Italy. It can be expected, however, that al-Mamun will leave Italy, as have all fedayeen terrorists pre- viously released on provisional liberty. The release was ordered on the grounds that the legal period for holding someone pending trial had expired.
