NOTES
Perpetrators of La Guardia Bombing Unknown
At present there is no evidence that any international
terrorist group was responsible for the 29 December bomb ex-
plosion at New York's La Guardia airport. Two press services
reported receiving anonymous telephone calls attributing the
bombing to the Palestine Liberation Organization, and one
caller was quoted as saying, "TWA flies to Israel. Death and
destruction shall be the penalty for those who deal with the
Zionist state." Security authorities have no evidence of
Palestinian involvement, however, and the PLO issued a vehement
denial. The PLO itself would have no motive for such a terror-
ist act just before the upcoming UN General Assembly session,
in which the PLO will participate. While one of the radical
fedayeen groups that want to prevent a peaceful Middle East
settlement might conceivably use such methods, the Kennedy
international airport or a trans-Atlantic aircraft would seem a
more likely target. An organization dedicated to discrediting
the Palestinians, such as the Jewish Defense League, probably
would use less drastic means. In any case, there is no evidence
that any of these groups or any other foreign terrorist organi-

Mercedes Benz Executive Freed in Argentina
On 24 December Franz Metz, the production manager of the
Mercedes Benz subsidiary in Argentina who was kidnapped on 24
October during a labor dispute, was set free by his Montonero

captors for a large but undisclosed amount of ransom. After
his release, Metz returned to West Germany. (The kidnapping.
was reported in the 28 October issue.?) As part of the ransom,
Mercedes Benz made labor concessions at the local subsidiary
and also paid for advertisements in the world press which
spelled out the Montonero position and which also said that
Argentina was heading toward-a civil war. The Montoneros'
advertisement appeared in newspapers in Europe, Latin America
and North America, including the 24 December issue of The

Revival of Anti-Basque Terrorism in Southern France
The French press has reported four bomb incidents on 21-22
December in the French Basque region. Near the Spanish border
at Hendaye a car with a Spanish license plate was blown up. In
St. Jean de Luz the office of a municipal council member was
bombed. A nearby building reportedly had been a meeting place

NOTES
Attempted Bombing of the United Nations Building and the, Iraqi
Mission to the UN
Three pipe bombs placed in a large paper shopping bag were
discovered adjacent to the United Nations building by a Metro-
politan Transit Authority employee at approximately 11:00 a.m.
on 12 January. Appropriate authorities were contacted and the
New York City bomb squad dism.ntled the. device, which was made
up of three separate pipe bombs set to detonate at 3:00 p.m.
At 1:45 p.m. an anonymous caller telephoned the UN switchboard
and advised that a bomb would go off at the UN if the Palestine
Liberation Organization delegation were permitted to speak. The
Security Council meeting was scheduled to open. at 3:30 p.m.
Later, a telephone caller to the Associated Press claimed that
the bombs had been planted by the "Jewish Armed Resistance
Strike Movement." The caller said "the act was to protest
Secretary of State Kissinger's pressure on Israel to accept the

PLO gangsters." A spokesman for the Jewish Defense League said
the movement was an offshoot of the JDL. A New York radio
station was called at 2:55 p.m. by a person who claimed that
the Young Croatian Republican Army had placed the bombs at the
UN because "we have the same rights as the PLO."
On 13 January New York City police foun4 and disarmed a
bomb that had been placed in front of the Ir. .q,i mission to the
UN. Anonymous telephone callers again claimed that the Jewish
Armed Resistance Strike Movement was responsible for placing
this bomb. (UNCLASSIFIED)
Dutch Government to Hold Talks with South Mo='uccan Leaders
A team of Dutch cabinet members will meet with South
Moluccan community leaders in mid-January to discuss Moluccan
problems. The Dutch government agreed to such talks during
negotiations with the terrorists who seized the train in Beilen
and the Indonesian consulate in Amsterdam. (See the issues of
16 and 22 December.) The president of the Mo'luccan "exile
government," who was the principal mediator between the terror-
ists and the Dutch government, will participate in these
talks. The Dutch Parliament also will hold debates on terror-
ist actions and Moluccan problems during the last week of
January, after receiving government reports on the handling of
the hostage cases and the political aspects of the Moluccan

German and Dutch Anti-Terror Measures
On 16 January the West German Parliament approved measures
to combat terrorism which set fines and prison terms of up to
three years for "written or publicly spoken support of serious
crimes." The new measures include three-year maximum terms for
perpetrating bomb hoaxes or publishing instructions on how to
make bombs or stage terrorist attacks. According to The New
York Times, the conservative Christian Democrats said the new
amendments to the penal code are not harsh enough, while a
minority group in the governing coalition complained that the
measures restrict essential freedoms. Parliament acted under
pressure from a rightist backlash against bombings, kidnappings
and political assassination by anarchist urban guerrillas such
as the Baader-Meinhof gang.
The Dutch government has announced the establishment of a
small detective force, led by a special prosecutor, to trace
terrorist crimes. According to a 16 January Associated Press
report, the government made this announcement to the Parliament,
which is reviewing the two recent terrorist attacks carried out
in the Netherlands by South Moluccans. The statement added
that there is a "need for additional penal legislation enabling
the government to make punishable conspiracy to commit serious

Austria Drops Request for Extradition of OPEC Terrorists
The Austrian government decided at a 14 January cabinet
meeting not to pursue any further its request for extradition
of the terrorists who seized the OPEC ministers in Vienna.
(See the issues of 6 and 13 January.) A cabinet communique
dated 17 January states that Austria asked Algeria to extradite
the terrorists, but the Algerians cited the absence of an ex-
tradition agreement with Austria. The communique adds that the
Algerian refusal is "further understandable for political
reasons since the Algerian government, through its readiness to
accept the terrorists, had contributed to avoiding further
bloodshed." Austrian Chancellor Kreisky had previously ex-
pressed similar sentiments in a. press statement on 13 January,
specifically thanking Algeria for its assistance. Kreisky
added that Austria is ready to work with others in any forum to
try to end terrorism, but he believes terrorism will end only
when its underlying causes are removed.
The Austrians' kind words for Algeria probably were meant
to make amends for their unsuccessful attempt to shift to
Algeria the responsibility for the terrorists' escape. It is
unlikely that Austria sincerely wanted to obtain custody of the

NOTES
Bomb Believed Cause of MEA Plane Crash
Investigators have found that a sudden explosion caused
the crash of a Middle East Airlines jetliner in the Saudi
Arabian desert on 1 January, according to The Washington Star
of 26 January. The plane, a Boeing 720B, crashed on a ligh
from Beirut to Dubai, killing all 82 persons on board. Early
press reporting blamed bad weather. A newspaper in Kuwait now
reports that American engineers who examined the flight re-
corder and other evidence have determined that the crash was
caused by a sophisticated bomb. An airline spokesman says all
other possible causes have been ruled out. As no fedayeen
terrorist group has issued any claim to have sabotaged this
plane, one alternative explanation is that the bombing was re-

Anti-Terrorist Provision in New Swedish Aliens Act
The Swedish parliament passed a new aliens act on 15
December, which contains a provision permitting the deportation
of terrorists under certain circumstances. Tho law defines a
legitimate political refugee who would be provided sanctuary
under normal circumstances. Article 19, however, specifies
that an alien may be expelled if "considering his previous
activities, it can be reasonably feared that the alien will
conduct sabotage, espionage..." in Sweden or other Scandinavian
countries, or "if there is good reason to assume that he belongs
to or acts for an organization or group...which considering
what is known about its activities, can be expected to use
violence, threats, or coercion for political purposes outside
its homeland, and thus will be guilty of such deeds in this
country." Article 20 provides for compiling a list of organi-
zations considered to meet these criteria. Article 21 states
that an expulsion may be made until three months after the
alien's arrival. The police may immediately announce the
decision to expel an alien belonging to one of'the listed
organizations if he arrives in Sweden without a visa or resi-
dence permit, although in certain cases involving possible
political persecution or compulsory military service, the
police should refer the case to the central aliens authority.

Six Terrorists Escape from Mexican Prison
On 22 January six members of the 23rd of September Com-
munist League escaped from the Jalisco state penitentiary, ac-
cording to the U.S. consul in Guadalajara, Mexico. They had
been convicted of kidnapping, murder and other crimes, and some
reportedly were involved in the October 1973 kidnapping of

Anthony Duncan Williams, an honorary British consul. The
escape was assisted by several accomplices outside the prison,
and three policemen were killed and two seriously injured while
attempting to stop the escapees. (The kidnapping of Williams
and a Mexican industrialist was reported in the issues of 17
and 24 October 1973. At that time it did not appear certain
that the 23rd of September group was responsible.) (UNCLASSIFIED)
