Belgian Ambassador's Daughter Freed by Terrorists
On 30 May Nadine Chaval, daughter of the Belgian
ambassador to Mexico, was released by her kidnappers after
the payment of US $408,000. Miss Chaval, who is 16 years
old, was abducted on 25 May while on her way to school in
her father's car, by two armed men who were expecting to
seize the Belgian ambassador. The kidnappers, who were
waiting just a few blocks from the ambassador's home, rammed
the Chaval vehicle with their car, beat up the chauffeur,
and dragged the girl away. In a leaflet left at the scene
of the crime, the kidnappers identified themselves as mem-
bers of the 23rd of September Communist League (Liga) and
demanded a ransom of US $800,000.
The negotiations to secure the release of Miss Chaval
continued for the next four days. In a second communique,
which was published in the Mexican press to meet one of the
kidnappers' demands, the group admitted they had intended to
abduct the Belgian ambassador but said Miss Chaval, like her
father, was a member of the exploiting classes and con-
ditions for her release would remain the same. The com-
munique also warned that if police activities appeared to
pose a threat to the kidnappers, they would kill Miss Chaval.
For a time, therefore, the Mexican police broke off the
manhunt for the kidnappers. Finally, after the passage of
at least one deadline, the terrorists agreed to accept
$408,000 in ransom and used an unidentified Roman Catholic
priest to collect the money. Twenty-four hours after the
ransom was paid, Miss Chaval was released, shaken but unharmed.
The origin of the ransom money is unknown as this sum appears
to be beyond the means of the victim's family.

Explosion in Unclaimed Baggage at New Delhi Airport
Shortly after midnight on 26 May, an explosion occurred
in the customs area of the New Delhi airport. A few windows
were broken but no personal injuries resulted, and some
sources later described the explosion as relatively low
powered. No passengers were being cleared at that time and
the area was nearly deserted.

Postmortem on Philippine Hijacking
Although the sequence of events in the violent termina-
tion of the 21 May Philippine hijacking has not been def-
initely confirmed, there is widespread criticism of the
tactics of the military forces. The Philippine government
and military continue to claim that their men were forced
into action when the hijackers threw a grenade and began
shooting at the hostages, but survivors and other eyewit-
nesses have a different story to tell. The Swedish citizen
who was wounded claims he was shot by a soldier after he
jumped from the aircraft and was lying defenseless on the
ground (his leg later had to be amputated). A doctor at
the scene, however, stated that the wound had been caused by
shrapnel. An Australian hostage was so incensed at what he
considered mishandling of the situation that he attacked a
Philippine army colonel and was arrested. Philippine
military officials told the aircraft captain that the plane
was attacked upon broadcast by the crew of a prearranged
signal. The crew captain claims that no such signal was
ever given. Philippine Air Lines officials report that the
army refused to take their advice during the negotiations
and that the army's unyielding attitude hindered negotiations
and resulted in the hostages' sympathizing and identifying
with the hijackers.
Debriefing of the foreign hostages by their respective
embassies indicates that government forces launched an
unprovoked attack against the aircraft. A Philippine Air.
Line official on the scene reported that the attack resulted
from an imprudent and spontaneous initiative by a subordinate
officer rather than from a decision by the officers in
charge.
The Japanese embassy felt that the primary concern
should have been for the passengers' safety and recommended
an official protest. The Japanese government, however,
responded that passenger safety was not necessarily the

U.S. Military Buildings in Frankfurt Bombed
Two bombs exploded at the Abrams Building in Frankfurt,
West Germany the afternoon of 1 June, causing numerous
injuries and damage. This building houses the headquarters
of the U.S. Army V Corps. The first bomb exploded at
approximately 1320 hours on the main floor. Fourteen
people are believed to have been injured, two seriously. A
few minutes later a second bomb went off on the second floor
of the Terrace Officers Club located 200 meters behind the
Abrams Building. There were no injuries from this explosion.
Bomb threats were subsequently telephoned to other U.S.
military installations in Frankfurt and Heidelberg, but no
bombs were found there.
One report indicates that the German police have appre-
hended two suspects. It is not yet known to what terrorist
group they belong, if any. The U.S. military had commented
previously that a terrorist operation against American
facilities to protest Ulrike Meinhof's suicide death was not
improbable However, it is not yet
known if Mein o s tollowers are connected with this attack.
Anti-German Violence in Western Europe Following Meinhof
Suicide
Sympathizers of the West German anarchist Baader-
Meinhof gang have carried out a number of minor terrorist
attacks against West German targets in Italy, Spain, Belgium
and France, following the 9 May suicide of Ulrike Meinhof.
Violence in Italy included an attempt on 12 May to burn a
Rome restaurant named Tavola Tedesca (German Table); an
explosion at the German Archeological Institute in Rome on
15 May; a Molotov cocktail attack on a German automobile
outlet in Rome on 19 May, where firemen prevented serious
damage; explosions in the Milan offices of Volkswagen and
the Bosch Company on 14 May; and firebombing of the FRG
consulate in Venice on 14 May. Also in mid-May, Italian
police apprehended four leftist extremists at the Rome
airport who apparently were attempting an arson attack
against Lufthansa Airlines. They were using a stolen car
which contained Molotov cocktails and rocks.

Unidentified assailants threw a Molotov cocktail through
a window of the FRG embassy in Brussels on 20 May, causing
minor smoke and fire damage. In Spain, a German firm in
Barcelona was bombed on 12 May, and on 26 May the consulate
in Bilbao sustained an arson attack. The fire was quickly
extinguished. The arsonists also spray-painted the walls
with the slogans "Meinhof will be avenged" and "Meinhof
Possible Plot Against U.S. Artillery Site in West Germany
On 25 May West German police arrested Rainer Voler
Americans Responsible for 1972 Hijacking Arrested in France
French police have announced the arrest of four young
American hijackers, according to a 29 May press story. The
four Americans are believed to be the hijackers of a Delta
jetliner that was seized over Florida in July 1972. The
hijackers extorted one million dollars and forced the plane

to be flown to Algeria. Police said the four hijackers were
living near Paris and were using false U.S. passports. They
had lived in poverty while in Algeria, because the Algerian
government confiscated the ransom money and returned it to
the U.S. The press report identified the four as George
Brown, Joyce Burgess, and Melvin and Jean McNair, all of the
Detroit area.
The arrest was prompted by a request from the FBI, and
a case is being prepared to obtain extradition of the four
for trial in the U.S. In a previous case in which U.S.
hijackers were arrested in France, the French government
refused a request for their extradition but put them on
trial for illegally residin in France with false identit
papers.
Soviets Protest Iranian Publicity Linking Them with Terrorists
Following recent round-u s of terrorists by Iranian
security forces an English-language
newspaper in Tehran publis e photographs which reportedly
were found on the walls of a terrorist hideout. The 26 May
press story described the photos as those of "men who in-
spired the bloody activities" of the terrorists. One of
these was a large photo of Soviet Communist Party chief
Leonid Brezhnev with Cuban Prime Minister Fidel Castro.
Other photos were of "Carlos," PFLP chief George Habbash,
Libyan Chairman Qadhafi, and Cuban guerrilla martyr Che
Guevara.
An Iranian Foreign Ministry official informed the U.S.
embassy that the Soviet ambassador formally protested this
press coverage, which appeared to link the Soviets with
terrorism in Iran. Iranian officials responded that the
paper had simply reported that these photos were found, and
the government could take no action against the paper. The
U.S. embassy commented that this incident reflects Soviet
sensitivity to the implication that the USSR supports terror-
ism in Iran, and added that Brezhnev's being pictured with
Castro did not help matters. Iran broke off diplomatic
relations with Cuba on 7 April over Castro's meeting with an
Iranian Communist leader at the Soviet Communist Party
congress.

Last American Hostage Released by Eritrean Insurgents
Ronald B. Michalke, an American civilian who was kid-
napped from his home in Asmara, Ethiopia during the night of
21 December 1975, was released to Sudanese officials on 2
June by his Eritrean captors.
He arrived in Khartoum on June
and was handed over to U.S. embassy officials. Michalke,
employed by Collins International Service Company at the
Kagnew naval communications station, had been kidnapped by a
12-man force composed of Popular Liberation Forces and
Eritrean Liberation. Front commandos. The ELF later assumed
sole custody of Michalke.
At no time during his confinement was Michalke told of
any demands made by the ELF to secure his release. He
claims to have been well treated during his captivity but
suffered from substantial weight loss and suspected attacks
of malaria and rheumatism. In mid-May he received.C-rations
and other provisions sent to him in late February by the
U.S. embassy through a Sudanese arrangement with the ELF.
While Michalke was the last American held by the
Eritreans, a British doctor, his wife, and two children were
reported to have been captured recently by the Tigre Lib-
eration Front, who later turned them over to the PLF.

Ex-President of Bolivia Kidnapped and Murdered. in Argentina
On the morning of 2 June, the body of Juan Jose Torres,
the ex-President of Bolivia, was found in San. Andres De
Giles, a town about 120 kilometers from Buenos Aires.
Torres had been shot twice in the neck and once in the head.
His wife stated that the last time she saw Torres alive was
on the morning of 1 June, when he left home to make a few
calls. Apparently he made the first call and. then disap-
peared. As far as is known, there were no witnesses to the
disappearance. No leftist or rightist terrorist organiza-
tion in Argentina or elsewhere has come forth to claim
credit for the murder. Torres, who has been described as a
leftist populist, ruled Bolivia during 1970 and 1971 before
his government was overthrown by a military coup. Bolivia
has refused to accept his body, and arrangements have been
made for his burial in Mexico, according to press reports.
Speculation is rife as to who actually was responsible
for Torres' death. Some sources feel that he was murdered
by a rightwing death squad and that since his death closely
follows the murders of two prominent Uruguayan -exiles, the
Argentine government is engaged in a clandestine campaign to
eliminate leftist exile leaders in Argentina. On the other
hand, the Argentine government points to the fact that
Torres was involved in the death of Cuban guerrilla leader
Che Guevara, which indicates that Torres' death could be
connected with the 11 May assassination of General Joaquin
Zenteno, the Bolivian ambassador to France. The group
responsible for Zenteno's death stated that they shot
Zent.eno primarily because of his involvement in Guevara's
death.
It has been reported that General Videla, head of the
Argentine Junta, is very concerned over Torres' death and
.has given orders that the matter must be full.y investigated
and that those guilty of the crime must be brought to
justice. There have also been reports, however, that the
Argentine government felt that Torres was directly involved
with Bolivian extremists such as the National Liberation
Army (ELN) and the Argentine Montoneros, which would defi-
nitely make him a possible target for rightwingterrorists,
acting with or without the tacit acquiescence of the govern-
ment.

West German Anarchists Claim Credit for Bombing U.S. Army
Complex
The persons responsible for bombing the U.S. Army V
Corps Headquarters in Frankfurt on June have not been
identified. Three people had
initially been detained tor questioning but were released
for lack of evidence. A group calling itself the "Revo-
lutionary Cell - Brigade Ulrike Meinhof" sent a letter to
the Associated Press office in Frankfurt claiming respon-
sibility for setting the two bombs. The letter was filled
with anti-imperialist rhetoric and asserted that the bombings
are a continuation of the armed battle of imprisoned and
dead radicals.
According to a U.S. military report, the title "Revo-
lutionary Cell" has been connected with several West German
anarchist activities, and it appears that the title does not
always identify the same group of individuals. One group
known as the Revolutionary Cell is thought to be directed by
a former Baader-Meinhof Gang - Red Army Faction attorney.
The bombings in Frankfurt occurred on the anniversary date
of the arrests of Baader-Meinhof members Andreas Baader,
Holger Meinz, and Jan-Carl Raspe, who were arrested on 1
June 1972 after a three-hour shoot-out with police in a
Frankfurt garage. They have been on trial for over a year
for a number of crimes, including the 11 May 1972 bombing at
the U.S. Army V Corps Headquarters in Frankfurt and the 24
May 1972 bombings at the U.S. Army's European Headquarters
in Heidelberg. Several Americans were killed in these
bombings. The 1 June bombings in Frankfurt also closely
followed Ulrike Meinhof's suicide death.
Less than 24 hours after the Frankfurt bombings, in
which 16 people were injured, two U.S. military vehicles
were firebombed at the Lindsey Air Base in Wiesbaden an 2
June. No one was injured in that incident, but there was
extensive property damage. It is not known at. this time if
the Revolutionary Cell is responsible. June 2 is the an-
niversary date from which anothero related German anarchist
group, the 2 June Movement, derives its name.

On 1 June another terrorist attack was avoided. Ac-
cording to a U.S. military report, a senior district court
judge in Hamburg noticed a fire extinguisher fastened to the
front of his house. Police were called and found a bomb
inside the fire extinguisher, which failed to explode be-
cause of a faulty electrical connection. This judge has
previously presided over the trial of West German terror-
ists. It is not known who placed the bomb.

Tel Aviv Airport Bomber Identified
The young man who was killed when his suitcase exploded
at the Tel Aviv airport on 25 May has been identified as
Bernd Hausmann, age 25, of Wu ertal, West Germany.
German police nade this
i enti ication Hausmann had been known
to the police since 1969, when he was charged with disturbing
the peace.
At this point it is not known with what terrorist group
Hausmann was affiliated. However, the Popular Front for the
Liberation of Palestine issued a statement that "Comrade
Nasir" had carried out the "suicide mission." They also
threatened that flights between Vienna and Israel would
continue to be targeted.

Armenian Cultural Center in Paris Possibly Linked to Turkish
Assassinations
An investigation of the 27 May explosion at the Armenian
Cultural Center in Paris indicates the center may be connect-
ed with the murder of the Turkish ambassadors in Vienna and
Paris, according to information the Turkish embassy in
Washington provided to U.S. officials. One person was killed
and one wounded in the accidental bombing 25X1
Leaflets signed "Justice Commandos of t e
Armenian Genocide" and dated 28 May were found at the center.
They cited the previous assassinations and warned that a
third one would soon occur. The paper, format and printing
reportedly were the same as those used for leaflets sent out
under the same name prior to the Vienna and Paris assas-
sinations in October 1975. At that time several European
embassies in London received leaflets from "The Justice
Commandos of the Armenian Genocide" which claimed credit for
the assassinations. 25X1
French police who investigated the 28 May explosion also
found two unexploded bombs with delayed-action timers. The
Turks assume that the accidental explosion thwarted plans
for the bombing of Turkish targets and distribution of
leaflets on 28 May.
Responsibility for the murder of the two Turkish ambas-
sadors has never been resolved. The Turks formerly suspected
that the assassinations were inspired by Greeks or Greek
Cypriots, but this has not been substantiated. Neither has
it been confirmed that the Justice Commandos are responsible.
Iranian Student Violence in Paris
A bomb exploded at the office of the Iranian National
Bank in Paris on 25 May, during the visit to France of
Iranian Prime Minister Amir Abbas Hoveyda. The office was
not occupied at the time and although the bomb did con-
siderable damage, there were no personal injuries.

Council of Europe Ministers Agree to Combat Terrorism
At an early June meeting of 18 European ministers of
justice, a tentative accord was reached on increasing
measures to combat terrorism, according to a UPI report in
the New York Times. The agreement will be considered by a
later meeting o oreign ministers, and will be submitted
for the approval of national parliaments before it officially
takes effect. This accord will change the traditional rules
governing political asylum. The ministers agreed that
certain acts, such as hijacking, serious offenses against
diplomats, bombings, and seizing, hostages, would no longer
be considered political crimes. Persons committing these
acts would be treated like ordinary criminals and would
either be extradited to the country where the crime took
place or tried in the country where they sought refuge. The
countries participating--members of the Council of Europe--
are Austria, Belgium, Cyprus, Denmark, France, Greece,
Iceland, Ireland, Italy, Luxembourg, Malta, The Netherlands,
Norway, Sweden, Switzerland, Turkey, United Kingdom, and

Bomb Mailed to Nationalist Chinese Embassy in Washington
A bomb was discovered inside a package sent to the
ambassador of the Republic of China in Washington, D.C. on
3 June. A secretary became suspicious when he was unwrapping
the package and noticed wires inside. The Secret Service

and Executive Protective Service were called and removed the
package, which was found to contain an explosive device. It
is not known who sent the bomb. The secretary said he knew
of no motive for anyone to send a bomb to the embassy, and
no threats had been received. The package was postmarked
Chicago 31 March The FBI is investigating the matter.
Uruguayan Ambassador to Paraguay Mistakenly Murdered
by Croatian Extremist
On 7 June Carlos Abdala, the Uruguayan ambassador to
Paraguay, was shot and severely wounded in the head by Pozo
Danjovich, a Croatian extremist who thought Abdala was the
Yugoslavian ambassador. Danjovich fired several shots at
Abdala as he was leaving the Treasury Ministry. Upon his
arrest Danjovich reportedly said, "I have killed the Yugo-
slav ambassador." The Yugoslav ambassador was scheduled to
present his credentials to the Paraguayan government on 8
June. Ambassador Abdala died in the hospital on 8 June.

Italian Vice Consul Kidnapped in Ethiopia
The Italian vice consul in Massawa, Ethiopia, Teresa
Piccioni, was kidnapped on 11 June. Mrs. Piccioni, a widow
in her sixties, was with a companion, Giovanni Battista
Balducci, when three men intercepted their car early in the
morning and drove them out of town. The car was found
abandoned 15 kilometers away. Military troops searched the
area but stopped that afternoon for fear of endangering the
Italians. No grow has claimed responsibility or made
demands as yet,
insurgents.
The U.S. consul in Asmara commented that Mrs. Piccioni
probably was kidnapped for publicity purposes. The last of
the foreigners kidnapped in Eritrea was released in early
June, and it is disappointing that the insurgents should
again employ kidnapping as a weapon. This may be an indi-
cation of the continued lack of coordination among bands of

NOTES
The four fedayeen terrorists arrested in The Netherlands
in September 1975 were released from prison and flown to
Damascus, Syria on 4 June. They had served nine months of a
one-year sentence for illegal possession of weapons. Remis-
sion of part of the sentence is customary in The Netherlands.
These four, members of the Syrian-sponsored Sa'iga fedayeen
organization, were arrested on 4 September before they could
carry out a plan to seize a Dutch train and hold the pas-
sengers hostage. They had intended to demand that the Dutch
government recognize the Palestine Liberation Organization
and also close camps for Jews emi ra i from

but were determined to have them serve a sentence. The

compromised to western intelligence and security services.
He added that the weapons for the attack on the OPEC confer-
ence in Vienna had been issued to the terrorists in Brussels,
and that arms for such operations will continue to be stored

Political Refugees Abducted Then Freed in Arrentina
On 11 June 25 refugee exiles, 23 from Chile and one
each from Uruguay and Paraguay, were abducted from their
hotels in Buenos Aires by 40 heavily armed men in a commando-
style raid. All 25 were released at various points around
the city one day after their abduction. The raiders, who
showed no credentials, roughed up some of the refugees,
smashed belongings and furniture, stole money and documents,
and used the same type of cars that the right-wing terrorists
used in other operations. The abducted exiles were given 48
hours to leave the country and threatened with death if they
talked about their abduction to the local press. The Argen-
tine government has stated that the mass abduction was not
the work of the armed forces, and it promised to investigate
the case.
According to the New York Times of 15 June, the deadline
set by the terrorists for the exiles' departure passed
without incident, but the refugees intended to leave Argen-
tina as soon as possible. The United Nations High Commis-
sioner for Refugees is seeking countries that: will grant
asylum to these and other political exiles now in Argentina,
as the UN fears for their future safety. Files containing
the names and addresses of several thousand exiles living in
Argentina under UN protection were stolen in Buenos Aires on 25X1
3 June by several unidentified armed men. (UNCLASSIFIED)

Two members of the Jewish Defense League were arrested
on 8 June by the FBI after driving into New York from New
Jersey. They have been charged with conspiracy and inter-
state transportation of explosives. Both have been released
on bond--one, a juvenile, to the custody of his parents. It
is not known what they had intended to do with the explosives.
In the past, the JDL and its adjunct the Jewish Armed Resis-
tance have claimed responsibility for a number of bombings
in New York directed against Soviet Bloc targets. (See the

U.S. Ambassador, Economic Counselor and Embassy Driver
Assassinated in Beirut
Francis E. Meloy, Jr., the U.S. ambassador to Lebanon;
Robert O. Waring, the economic counselor; and Zuhayr Mughrabi,
the ambassador's driver/bodyguard, were found shot to death
in the Ramlet al-Beida section of Beirut on 16 June. The
newly arrived ambassador, accompanied by Waring, was on his
way to a meeting with President-elect Sarkis set for 1100 at
the latter's home in the eastern sector of the city, which
is Christian held. The men had left the embassy in the
Moslem-controlled western section at 1040. The armor-plated
car was not seen after passing the last checkpoint on the
Moslem side. A security escort car had turned back before
seeing the ambassador's car cross into the Christian section.
Somewhere between the Moslem checkpoint and the Christian
side the three men were abducted. This area is known as no-
man's land, controlled by thugs and street gangs, many of
which have some type of affiliation with the better known
Palestinian groups such as the PFLP. At 1055 the embassy
received a garbled radio message which was interpreted as
the pre-arranged codeword to indicate safe arrival on the
Christian side.
The first indication that something was amiss came when
the driver's wife advised the embassy of a telephone call
she had received. An anonymous caller said that Zuhayr had
been kidnapped with two other people, but he was okay. They
were after the two others and not Zuhayr. Mrs. Mughrabi
said the telephone call was similar to the one she had re-
ceived when her husband was kidnapped on a previous occasion,
about a year ago.
On 17 June the Palestine Liberation Organization an-
nounced that it had captured the killers and that they would
be handed over to the joint Arab peacekeeping force, which
had not yet arrived in Lebanon, for disciplinary action.
The communique did not provide any details on the identities
or the capture. Several unconfirmed press reports indicated
that five men were in PLO custody and that they belong to
the Arab Communist Organization, a radical leftist Lebanese
group responsible for attacking American firms in the past.

Some press accounts identified the killers as members of the
Lebanese Socialist Revolutionary Organization, also known as
the Shibbu gang, which is believed to have merged into the
ACO.
At this point, it is not known what group is response e for
the murders.
The bodies of Francis Meloy and Robert Waring were
carried out of Lebanon to Syria by a British-led convoy on
18 June. They were flown to the United States on 19 June

Israeli, German and Austrian Authorities Still Investigating
Tel Aviv Airport Explosion
A Reuters report claims the Austrian police said the
Arab with the Kuwaiti passport who had stayed with Hausmann
in a Vienna hotel flew from Vienna to Geneva and then on to
Iraq on 25 May, the day of the explosion.
The real Hugo Mueller, a Dutch political science stu-
dent, and fellow student Rudi Meyer have been arrested for
m licit in the bombin .
The two men have since been released a ter being
provisionally charged with embezzlin a state document
according to a press report.

Canadians Determined to Prevent Terrorism at Montreal
Olympics
For nearly two years Canadian authorities have been
making preparations for the physical safety of the more than
11,000 competitors who will take part in the XXI Olympics in
Montreal during 17 July - 1 August. Canadian officials are
believed to have secured the assistance of national police
and security organizations in nearly every part of the world
in their efforts to assure the safety not only of athletes
from 131 countries, but also the estimated 200 VIPs, including
Queen Elizabeth and numerous other heads of state, who are
expected to attend the games.
Guy Toupin, assistant director of the Montreal police
department, visited Munich before the 1972 summer games
there and paid a return visit after the games, in the
aftermath of the massacre of eleven Israeli athletes, to
learn firsthand what went right and what went awry in the
security arrangements four years ago. Toupin now heads a
national Canadian task force comprising federal, provincial
and local anti-terrorist officers, set up to assure the
security of the games. Unusually strict passport controls
are in effect. Canadian armed forces units joined regular
patrols along the U.S. border in early June and will remain
on special duty until after the games close. Other military
units are to be held in reserve in the Montreal area in the
event they are needed.
There is at present no hard evidence of any plan by an
extremist or terrorist g r o u p to undertake an operation
d u r i n the ames.

Paraguay Arrests Additional Croatian Terrorists
The Croatian terrorist who shot the Uruguayan ambassador
to Paraguay on 7 June is believed to have had some accom-
plices, and the Paraguayan government has announced the
arrest of six more Croatian Yugoslavs. (The assassin, Jozo

. The arrested suspects include
two of the six Croatians who entered Paraguay after their
release from prison in Spain in June 1974. They had been
imprisoned originally in Sweden for involvement in the
murder of the Yugoslav ambassador there in 1971. In Septem-
ber 1972 three other Croatian terrorists hijacked a Scandi-
navian Airlines plane over Sweden and demanded the release
of these six. The hijackers and the six released prisoners
then flew to Spain, where all were arrested. Spain continued
to hold the three hijackers until February 1975 but released
the other six Croatians in June 1974, and they were admitted
to Paraguay. Although Sweden attempted to have the Croatians
extradited, the Paraguayan government did not rmmnly (See

39-year-old carpenter, also had a previous history of
terrorist activity. He was imprisoned in Yugoslavia in 1954
for blowing up monuments. He was released in 1960 and went
to West Germany, where he attempted to assassinate a Yugoslav
consul and shot u a meeting of a non-Croatian Yugoslav
societ .

to decide which of them would kill Vosekovic. Both the
Yugoslav and Uruguayan ambassadors were tall men who wore
dark framed glasses. When shot, Ambassador Abdala was
standing across the street from the Pantheon of Heroes,
where Vosekovic was due to place a wreath about an hour
later, and his general resemblance to Vosekov:'ic confused the
assassin.
The local press reported that Ambassador Vosekovic,
knowing that several Croatian terrorists had been given
refuge in Paraguay, had asked for and received police pro-
tection. He is said to have warned that other Croatian.
terrorists are likely to free those now under arrest by hi-
jacking an aircraft or seizing a Paraguayan embassy some-
where, just as they freed those formerly imprisoned in
Sweden.
The Paraguayan announcement of the recent arrests did
not indicate what, if any, evidence exists that the suspects
were directly involved in the botched assassination. The
U.S. embassy commented that if the complicity of the Croatians
released by Sweden and Spain is proved the Paraguayan

attacked the FRG embassy in Stockholm are delaying the trial

their participation in the attack but tried to justify it as
an act of war. They claimed to regard themselves as part of
a revolutionary movement that is at war with American
imperialism, and asked to be treated as prisoners of war.
In a demarche on 25 May, one defense lawyer called for top
American and FRG officials to testify concerning the politi-
cal and economic dependence of the FRG on the United States
and on U.S. activities in Germany during the Vietnam war.
According to West German press reports, security
officials have information indicating that Andreas Baader,
on trial in Stuttgart for terrorist activities, has re-
quested fellow anarchists to undertake new action to secure
hostages in order to extort the release of the imprisoned
terrorists in Duesseldorf and Stuttgart. While this report
is plausible, it has not been confirmed by official sources.

Belgium Introduces Death Penalty for Some Hijackings
In early June the Belgian Parliament passed a new law
introducing the death penalty for air hijackings resulting
in fatalities, according to a Reuters report in the New York
Times. Capital punishment already exists in Belgium, but
death sentences have normally been commuted. The new law
establishes a jail sentence of 10 to 20 years for the offense
of hijacking, and a life sentence for taking hostages and
damaging the aircraft without causing fatalities. (UN-

Japanese Technician Released by Philippine Insurgents
Masato Oki, a Japanese technician kidnapped by Muslim
rebels in Zamboanga City on 15 May, was freed in good con-
dition on 15 June, according to the Japanese consul. (See
The press reported that no
formal ransom was paid, but the Muslim kidnappers received
"material goods," including food and clothing, and abduction
charges against their leader were dropped. The Japanese
consul said the same formula was followed as in the recent
kidnapping of a British missionary. No "ransom" was paid
but a cash recompense for "expenses" was provided. As in
past cases, the kidnappers' motives seemed to be both pecu-
niary and political. The consul said the victim's company,
South Sea Pearl Farm, still employs ten Japanese technicians
and more kidnappings are ossible.

Air France Flight Hijacked by PFLP
An Air France flight en route from Tel Aviv to Paris
was hijacked on 27 June, shortly after take-off from Athens.
The French airbus with over 240 passengers, including at
least nine American and more than 70 Israeli citizens, was
diverted to Libya's Benghazi airport, where it remained for
some eight hours. The hijackers freed a pregnant British
woman who was ill and in need of hospitalization. This
woman later reported that there were five hijackers--three
Arabs, a woman with a German accent, and a man who spoke
Spanish. They were armed with guns and grenades. She
described the leader of the hijackers as a thin, elegantly
dressed man with European features and a Spanish accent.
The aircraft left Libya with a full load of fuel and pro-
ceeded to Entebbe airport in Kampala, Uganda. The British
High Commissioner in Kampala reported that the aircraft had
been denied permission to land but the aircraft, being short
of fuel, did so anyway.
Uganda's President Amin and the French ambassador to --
Uganda established contact with the hijackers and persuaded
them to move the hostages into the transit lounge of Entebbe
airport. The exact number of hostages is unknown, but press
reporting indicated that from 256 to 280 people were on the
aircraft, including the hijackers.
Kampala radio broadcast a statement from the hijackers
in which they identified themselves as members of the Popu-
lar Front for the Liberation of Palestine. The PFLP has
officially denied that its organization was in any way in-
volved in the hijacking. However, the PLO representative in
Kampala stated that the hijackers were receiving instruc-
tions from PFLP headquarters. The statement said that the
hijackers had declared war on France and had seized the
plane to tell the world that France had been an enemy of the
Arabs From Charlemagne to Giscard. This is the first in-
stance of a French airliner being hijacked. France has in
the past been on fairly good terms with the Palestinians.

On 29 June Kampala radio broadcast the six-point de-
mands of the hijackers. Uganda radio reported that the
hijackers had threatened to blow up the airliner and hos-
tages if anyone interfered with them or if -their demands
were not met. The demands are as follows:
1. Palestinians and "those who fought for the
Palestinian cause" are to be released from prison,
including 39 held by Israel, six held by West Germany,
five held by Kenya, one held by Switzerland and one
held by France.
2. The released prisoners are to be brought to
Entebbe airport in exchange for the hostages.
3. Air France is to transport the released pris-
oners from Israel to Uganda. Transportation for the
other released prisoners will be provided by the re-
leasing governments.
4. Exchanges must be completed before 1200 GMT on
1 July 1976.
5. The Somali ambassador to Uganda is to represent
the PFLP in the negotiations and the French government
is to name its negotiator.
6. The name of the person and country that will
represent France in the negotiations is to be tele-
graphed immediately to the Ugandan government.
Some prisoners whose release was demanded. by the hi-
jackers have been tentatively identified as? Kozo Okamoto,
the surviving member of the Japanese Red Army team involved
in the May 1972 Lod airport massacre; Archbishop Hilarion
Capucci, who in 1974 was convicted of smuggling arms into
Israel on behalf of Fatah; Ampara Silva Masmela, a Colombian
leftist who was arrested in July 1975 by the French after an
arms cache belonging to "Carlos" was discovered in her
apartment, but who has since been released; Werner Hoppe, a
member of the Baader-Meinhof gang in West Germany; Petra
Krause, a German anarchist who directed a terrorist group
operating in Switzerland; Jan Karl Raspe, also a member of
the Baader-Meinhof gang; Ralf Reinders and Fritz Teufel,
members of the 2 June Movement in West Germany.

While the hijackers are reported to have presented
their demands written in Arabic, there are unconfirmed re-
ports that some of the hijackers speak Spanish and that one
hijacker is German. The hijackers are believed to have
arrived in Athens from Kuwait and waited in the transit
lounge to board the Air France flight, thus avoiding a
security check in Athens.
Although there is no evidence that Carlos is directly
involved, the international make-up of the hijackers is
similar to that of the Carlos group involved in the OPEC
operation of December 1975. In that operation two Europeans
and two Arabs joined forces with Carlos to take over the
OPEC Vienna headquarters.
The Kenyan government denied that it was detaining any
Palestinians in Kenya and welcomed an impartial inquiry to
confirm this. A Kenyan spokesman stated that Ugandan
authorities have made charges in the past, out of ill will,
that Kenya was holding PLO officials
A press account stated that reports have circulated
in. Nairobi for several months that five Palestinians were
arrested during an abortive bazooka attack against an Israeli
El Al airliner at Nairobi airport, but Kenyan officials have
refused to confirm the reports. The Israeli government
planned to hold a full cabinet meeting to discuss the demands
made by the hijackers. The Swiss government stated that it
did not know to whom the hijackers were making reference in
their demand for the release of "Petras Kusen."
The vast international scope of this hijacking combined
with the varying political interests of the countries in-
volved indicate that the final resolution will be difficult
and complicated.

Contradictory Reports on Responsibility for Beirut
Assassinations
This organization, also known as the Shibbu gang and
closely related to the Arab Communist Organization, has a
history of anti-American violence and also has attacked
other Western personnel and installations. In about July
1975 several activists of the SRO an ar-
rested in Lebanon, Syria and Kuwait
arrests. however,, ~ in early_1976 leftist forces overran the
Lebanese prison where several of these terrorists were held,
and all of them were released.

Precautions Against Terrorism During Bicentennial Celebrations
There is some concern that foreign terrorist groups
might target Bicentennial events, either in the U.S. or
abroad, during the peak of the celebrations centering around
d
the Fourth of July holiday. No specific resorts of planne

extremist groups from their countries might attempt disrup-
tive action which could lead to terrorism, in an effort to
embarrass their own and the U.S. governments. All possible
security precautions are being taken to prevent such an in-
cident.
The State Department has advised all U.S. diplomatic
posts overseas to be alert for possible terrorist attacks
during the traditional Fourth of July celebrations, which
will be unusually festive this year at many posts. While
there are no firm reports of planned attacks, anti-American
agitation and apparent surveillance of American personnel
and their residences in some countries could be harbingers
of terrorism. Overseas missions will request extra protec-
tion from local security services for any public Bicentennial
commemorations, and access to receptions or picnics will be
carefully monitored.

Confused Mexican Press Reporting Concerning Weapons in
Soviet Car
The Mexico City press gave considerable play to a story
that on 17 June four apparently intoxicated young men wrecked
a Chevrolet bearing diplomatic plates issued to the Soviet
embassy. The stories claimed that a number of weapons were
found in the car, and some versions said the occupants of
the car were members of the 23rd of September Communist
League. It was later determined that the press had inexpli-
cably merged the details of two separate incidents. A
member of the League was indeed involved in an auto accident,
but in Sinaloa state. In Mexico City, a car which formerly
belonged to the Soviet embassy but had been legally sold a
year before hit a police car. It did not contain weapons.
This car was being driven by the son of the man who purchased
it from the Soviets. The Soviet embassy complained to the
press that reporting of this type is a blow to good Mexican-

Bombed
Place: United States, Two Pan American vehicles
New York were damaged by incendiary
devices at Kennedy airport
on 23 June. An anonymous
telephone caller to several
news services said the "Dov
Gruner Strike Unit" of the
Jewish Armed Resistance was
responsible. The caller
said Pan Am serves as the
cargo agent for Aeroflot
Airlines, and he warned
Americans to stay away from
Soviet buildings and to
stop trading with them.
The Jewish Armed Resistance
name is used by the Jewish
Defense League to claim
credit for terrorist attacks.

An Air France aircraft was

The identity of the would-be
assassin and his motives are
not known as yet. Yugoslav
emigres, usually Croatians,
have assassinated other
Yugoslav diplomats in the
past, and a Croatian at-
tempted to kill the Yugoslav
ambassador to Paraguay on
