Approved For Release 20%W6/ 2 : C'IA- DP79-01578A000100070 -2 EQVTPM' BOARD MINUTES Meeting Number 7-63 of the Equipment Board was held on 13 November at 1400 in the OC Conference Room, 2D03s Headquarters Building. Those present were: 00-0 OC-E OC-P OC-P OC-T OC-8 OC-E 0C-E OC-E OC-E OC-0S Before beginning the formal agenda, briefed the Board on a memorandum which the Office has received concerning approval of R&D expenditures. It was pointed out that since the demise of the Projects Review Committee there has been no formal review of our R&D projects outside the Office. The memorandum mentioned above is signed by the DDCI; it is in tentative form and will presumably be issued in final form after comments from the offices affected are received. It is addressed to DRD/P, DD/I, DD/S&T, and DD/S. Briefly it proposes the following: a. The annual preparation of R&D programs shall be coincident to the formulation of the Financial Plan (Operating Budget). Review of these programs will be undertaken by the Deputy Director concerned, in concert with the Comptroller. b. R&D projects and contracts as listed below require prior approval by the DWI: (1) A proposed project or contract involving a significant e new policy consideration, or which for any other reason suggests the desirability of prior consideration at head-of-agency level, w N regardless of financial magnitude. 4 (2) A project or contract involving a total authorization excess of $150,000 in the current or succeeding fiscal year. (3) It is proposed to amend an existing project or contract in such a manner to raise the total authorization more than $100,000 above the level established in the Financial Plan. Office of Commnmications comments on the memorandum were solicited by the DD/S. A reply has been forwarded which states that the proposals outlined in the memorandum are acceptable to the Office. In connection with the major transmitter program which we will be going through over the next few years, it was brouut out that Headquarters should advise the field of the disposition to be made of the replaced transmitters because warehouse space is a problems at many stations and also because, for score of these transmitters, there will be no farther requirements for then in our systems. 3.
