A. Agenda Item No. 1: Procurement of RS-50
1. Introduction

Prior to the meeting OC-OS bad recommended, in a 15 September 1964
memorandum, to the Hquippnt Board Chairs that twenty-six (26) ES-50
carrier current system sets be procured in order to have a limited number
in stock for use when needed. The RS-50 unit cost is $1,937.64, the total
procurement cost would be $5o,378.64.

In answer to a question, stated that the procurement figure
of 26 results from a long standing Radio Panel canvass of possible operational
requirements, plus the desire to have a limited quantity available in OC
stock both at Headquarters and overseas.
explained that eight (8) RS-50 service test models are
presently on order and are not part of the twenty-six (26) production
model total now under discussion. The production models will be essentially
the same as the prototype/service model except that the number of controls
will be reduced to simplify operation.
A general discussion developed concerning possible operational 25X1A
applications of the RS-50 It was more or less
agreed that the applications were somewhat limited; however, such a system
might have occasional worthwhile need and the RS-50 development and
procurement is therefore justifiable.

3. Conclusion
It was decided to write a letter to the TRB recommending the procurement
of twenty-six (26) RS-50 25X1A
B. Agenda Item No. 2: Procurement of AN/PRC.64 Transceivers
1. Introduction
described the situation surrounding the mediate requirement
for a small.,, compacts low powers voice and cv radio set for use primarily
in Southeast Asia to satisfy OB (Order of Battle) reporting. A voice
capability is considered operationally desirable and such capability is
not available in any equipment presently available in OC stock. A number
of meetings have been held concerning comma support in Southeast Asia with
the FE Division of DD/Ps and the point has been reached where OC must
decide on a cram recommendation. It is estimated that 200 sets are needed 25X1 A
for procurement; the AN/PRC-64, as manufactured byy- is believed best
suited for the requirement.
The members of the Board generally agreed with the requirement and
selection of the AEA/PRC-64, however,, the question arose as to whether or
not it could be afforded within the present FY-1965 budget. The AN/PRC-614
is expected to cost about $1500 each which represents a $300,000 total
procurement figure if a special order is made to by the Agency. The 25X1A
possibility of waiting for the military to procure the M1/PAC-614 In-quantity
was discussed; it was believed,, however, that at least a two year delay
would result, As it is,, a six to eight month procurement delay is expected
with an Agency special order of 200 sets.
25X1A believed that the $300,000 procurement cost could be
somewhat offset during this Fiscal Year by the recent sale (to the Military)
25X1 A of a substantial gttity of RS-1 sets. mentioned the
possibility of the RS-100 procurement program being delayed into FY-1966
which night make additional funds available. It was also mentioned that
a certain mount of the 200 sets could undoubtedly be sold to the Military
from our procurement order.

upon the request of the Chairmmman, agreed to explore with
e possibility of having the Military join with us now in
the procurement of the AN/PRC.614. This exploration survey would be made
prior to presenting the procurement request to the TRB in order that a
complete and factuasl presentation could be made.

3- Conclusion
Following the exploration survey with the Military, as mentioned above,
a letter will be forwarded to the TRB requesting approval to procure at
least 200 AN/P?C-64 transceivers.
C. Agenda Item No. 3: Discussion of Requirements for - Radio
Equipment.

Over the years, especially in the Far East, requirements have continually
arisen to provide voice radio communications to indigenous users within
countries deprived of, or lacking, normal telephone facilities. The
requirements, in the pasta have been successfully met through the ad-hoc
procurement by the DD/P Forei Divisions of the equipment 25X1 A
(originally developed fo manufactured by Since 25X1A
the requirement for this type of comianications support is expected to
continue, not only in Asia but Africa as well, it is believed prudent to 25X1A
make a bulk procurement of sets from to
obviate future project-by-project procurements and assure immediate 25X1A
availability for DD/P field requirements. The line of
equipment considered for the requirement is descr a as ows:
QTR-20: Power output - 20 watts, emission - AM (voice)
"push -to-t k , frequency range - 30 me to 40 mea power requirements -
115 vac or 12 vdc, size - 121" x 111" x 6", weight - 20 lbs. Reliable
voice communications up to ranges of 20 miles or more are claimed,
depending upon terrain. The TR-20 may be netted with 25X1A
the TR-5 for somewhat shorter range or with the HT-1 for contact up
to 5 miles distance. Price, $341-50-
Type T: Power output - 4 watts, emission - AM (Voice) "push-
to-talk frequency range - 30 sec to 40 mc, power requirements - 12 vdc,
size - 81 " x 5 1/8" x to", weight - 7 3/4 lbs. The TR-5 25X1 A
Radio" is a single channel transceiver giving coverage of about
miles radius. Frequency range and mode of operation make the TR-5
compatible with the TR-20 and-1 when netted to a channel
frequency. Price $356.00.
Type : Power output - 0.5 watts, emission - AM (voice)
"push-to-talk , frequency range - 30 me to 40 me, power requirements -
self contained size D flashlight batteries or external 12 vdc source,
size - 11t" x 2 3/4" x 2 3/4", weight - 4' lbs. The ST-1 is a single
channel, hand-held, transistorized, transceiver with telescopic antenna
or provision for external antenna. Price $155.00.

NOTE.- Type TR-35, similar to the TR-20 in appearance but giving
a 35 watt cw capability in the frequency range 2 to 9 mes is available
at a price of $420.87. The type SBT-20 transceiver is also available
providing single side band voice and ev modes of operation in the 2
to 18 Dee range at price of $525.00?

to us first when a requirement arises. If bulk availability is realized in

or set replacement capability when needed. This is not now the case.

It was generally agreed that the exact procurement quantity was
difficult to determine, especially so since past requirements have been for
as many as 50 sets at one time. This could repeat in the future and wipe
out any decided stock level overnight. stated that OS, in conjunction
with the OC Foreign Divisions, would sea survey with DD/P to attempt to
determine a realistic procurement figure. with OC-E assistance,
