2. If Equipment Board approval for the above procurement is obtained,
this staff will then take the necessary action to obtain approval
from the Technical Requirements Board. The Technical Requirements Board
earlier concurred in the commitment offunds for RS-49 and RS-54
equipment in the quantities given above, but final TRB approval must be
sought before funds for production procurement are actually obligated.
3. RS-49 service test units were received in mid-December and
are now being evaluated both at Headquarters and in the field. Present
plans are to have this evaluation substantially completed by 1 February
so that final specifications for RS-49 production units can be prepared
and bids solicited in early February. Hopefully, a production contract
will then be let in late March.
4. The RS-54 is a replacement for the AN/.RC-4 transceiver. Bids
25X1A have already been solicited, with the being the lowest
bidder. It is planned to procure this transceiver without going through
an R&D phase. However, production will be stopped after the contractor
has produced 10 units and not restart until these units have been fully
evaluated and found acceptable.
