Under New Ensintss it was determined that the 100-watt transmitter devrlopment would. be gotten undarway vith seperate later procurement phase; and that a specification for staff emergency equipmant would be prepared for subsequent consideration by the Board. 2. I gather that the 100-watt transmitter devylopment is getting undemay soon. However, the staff emergency'equipment specification may not be moving ahead as rapidly as need be. Those present were: I. OLD BUSINESS A. 100 Watt Transmitter Procurement 1. Introduction Operation Support Staff Memorandum OSS M66-1012, described the requirement for a 100 watt transmitter. The Equipment Board considered the requirement on 23 November 1966, and directed that various methods Of obtaining this transmitter be considered. On 13 February 1968, the Board considered this matter again and directed a review of the quantity to be pro- cured. After the directed review, the Board on 19 March 1968, concluded that 200 transmitters with an option of obtaining 100 additionsl units, should be purchased. Subsequent to this action there were differences of opinion between OC and OL as to whether a production contract or an R&D contract was most appropriate in this case. Consequently, a contract was not let for this transmitter. 2. Discussion Since the New Business a:rid Old Business are closely related and the discussion ranged over both items under consideration all discussion is reported under New Business. Conclusions and Recommendations It was agreed that the transmitter described in OSS M66-10I2 should still be produced, but that 150 rather than 200 units should be purchased. 11. NEW DIMNESS A. HF Staff Emergency Equipment 1. Introduction Members of the Engineering, Operations, Telecommunications and Operations Support Staffs met during the month of August to consider standardizing on an item of BF equipment for staff emergency use. A variety of equipments are now employed for this purpose, some of which are not wholly suitable and some of which, due to their age, must be replaced in the foresee- able future. OSS M68-906, dated. 27 August 1968, reports on the findings of the working group. These findings were endorsed by who directed that the report be presented to the ,Board for consideration. 2. Discussion 25X1A reviewed the work of the group to define the requirement for HF staff emergency equipment. A KWM-2A trans- ceiver was displayed as representative of the kind of item 25X1A which is now being used for this purpose. pointed ? out that the KWM-2 does not meet the requirement, but that this equipment was used as a point of departure for considering 25X1A a new item for this task, noted that this require- ment does not replace the requirement for a 100 watt transmitter 25X1A as previously approved, then read the original con- cept paper for the 100 watt transmitter noting that it was sub- ? sequently decided that the 100 watt transmitter did not meet the staff emergency requirement, therefore, the new requirement 25X1A was introduced, noted that if a single unit can meet both requirements contracting response will be quicker and 25X1A less expensive. then asked whether the new (Staff Emergency) requiremnt will cover the previous requirement. The concensus was that a transceiver unit can fulfill both 25X1A requirements, pointed out that we were attempting to avoid development and now it appears as if we are talking 25X1A about two development projects. noted that if we are discussing a single item to do both jobs he presumes there will be a loss of efficiency when employing the more versatile 25X1A item. At this point objected to the use of a trans- ceiver strongly noting his preference for-separate transmitter SECRET 2 Approved For Release 2000/08/15 : CIA-RDP79-01578A000100130005-1 Approved For Releasla4000/08/15 : CIA-RDP79-015781110)0100130005-1 and receiver equipment. asked which need was 25X1A more pressing from a quantitive standpoint to which 25X1A replied the staff emergency requirement was 25X1A largest, reported that 661 RT-1B and URT-11 equipments were produced, that 87 of these are left in stock, and that our records show about 98 in use. Location of the remaining units is not known, but a large number have presumably gone for various projects. Additionally, 83 PAL-350's are in current use as are about 158 1S-1's. sked how reliable the 87 URT-11's are today and 25X1A said that there were no reliability problems. said that the transceiver is more costly and ain voiced his desire for separate transmitter/ receiver units with a transceiver being "acceptable." 25X1A commented that parallel development may not be toe costly and that it might be wise to pursue both 25X1A developments, asked whether the concept of the original transmitter requirement is out-moded and whether RT-1B's (URT-11's) are still in use. replied 25X1A that URT-11's are used almost daily in the Americas Area. 25X1A suggested that we go ahead and buy the URT-11 replacement and refine the staff emergency requirement. 25X1A then moved that we proceed with the 100 watt transmitter development and then procure 100 watt trans- mitters and also that a specification for staff emergency equipment be prepared for subsequent consideration by the Board. 25X1A 3. Conclusions . The Engineering and Telecommunications statfo sh9u1d work to produce specifications for new HF equipment to be used for staff emergency application.
