Basic operational requirements for a HF staff emergency radio (HFSER)
were defined, (See OSS 168-906 attached.)

Equipment Board meeting 3-68 was scheduled for 2 October in order to
discuss the HFSE . The meeting was cancelled. Subsequently, on 4 October,
mcet'nE: 3-68 was held. However, instead of discussing the HFSr, the meeting
was devoted exclusively to the equipment layout
controversy.

Equipment Board meeting 4-68 was held on 13 November and the HFSER was
presented to the Board. The Board concluded that the Engineering and Te1e-
cormunications Staffs should work to produce specifications. The minutes
of this Board meeting are attached. Please note comment on pare
three of the minutes.
