1. II Meeting No. 5-77 of the OC Equipment Board was
held at 1000 on 24 May 1977 in the D/CO Conference Room.

Chairman opened the meeting and introduced
Mr.I T from the Office of Security, who gave a
demonstration of the new microfiche destruction procedure and
discussed some of the background studies which led up to this
development. OS now has a fluid, which dis-
solves the emulsion from the microfiche, leaving a clear
sheet. This fluid is safe to handle under normal conditions
and can be shipped commercially without major problems.
There will be a microfiche storage container as part of the
destruction kit OS is developing. When it is necessary to
destro the microfiche, this container would be filled with
I land left for ten minutes.
3. 0 The next item on the agenda was a discussion of
the Field Station Unattended Operation (FSUO). The Chairman
mentioned that field testing of the FSUO in the Com-

were pleased with that type of operation. Mr. IIpoint.ed
out some of the security implications of the system which are:
TEMPEST requirements for the controller/recorder, how would
the system work in a MRS field station, how is the traffic.

present configuration was chosen to avoid making major, dis-
ruptive equipment changes in an existing field station.
25X1 Mr.II then stated that there would still be major equip-
ment c anges required in those MRS stations listed in the
25X1 attachment. Mr. acknowledged that changing crypto
systems certainly is a major equipment change, however, the
stations listed were intended to show queue run times and not
necessarily FSUO installation sites. The FSUO was originally
planned for KW-7 stations.
25X1 4. II The safety considerations of unattended
operation o equipment were discussed. Mr. mentioned
that a smoke detector system for that
would also cut-off power to the equipment was being planned.
Another option could be to place the FSUO unit outside the

enclosures but would require an additional controller/recorder
installed in the enclosure with the M-40 Printer. The safe
is NSA approved; and Mosler has been contacted and could build
units that are 31 inches deep vice the present 39 inches.
25X1 S. 0 The question of maintaining KW-7 syncronization
was raised by the Chairman. Mr. replied this would
be done by the automatic EI modification o the AK-4/KW-7
Rack and a periodic traffic delay by MAX or ARS to allow the
auto EI buffer to clear. The system operates in a simplex
mode with no handshaking back to MAX; however, it does have
a power outage protection feature which coupled with the EI/
switch synchronization will prevent loss of an entire cost
for a single power failure.
25X1 6. [] Discussion continued on the actual message
throughput speed of this system and other systems and
schemes. The results of KG-13 KG-84 crypto tests scheduled

tional data for further systems evaluation.

7. asked that information on the
FSUO system be provided to I learly in program to enable the
staff to plan courses. The question of actual time saved by
FSUO and other s stems was again raised and the general con-
census was that II was not the best station at which to
conduct a meaningful FSUO test. Mr. Q stated that an
evaluation of all of the various systems (AFT, FSUO, OCR/PTP,
etc.) needs to be done and guidelines developed to place the
proper systems in various field stations. Several comments
were made concerning the use of this system at MRS station.
8. Q The Chairman asked if there was a role con-
flict between Engineering and Operations concerning FSUO.
Mr. 0 stated that the two groups will work together to
develop a joint plan. The Chairman directed Engineering and
Operations to set-up a joint working group which would pre-
pare a FSIJO action plan. The action plan and progress report
are to be submitted to the Equipment Board Secretary by
12 July 1977. Also the working group should identify the
type of station that they believe FSUO should be used in
and gather more data by conducting more field tests in Areas
other than 0 When all of the data is collected, the
Equipment Board must define the role of FSUO in the entire
OC network.
