1. The existing 0 network is presently being
examined to determine what improvements are required to
fulfill expected customer demands far additional communi-
cations services. The scope of this effort is a11-
encompassing and, as such, necessitates a detailed analysis
of all segments of the network from the origin of a mes:~-
age to its final destination. In order to effectively
choose among the many alternative system approaches, a soft-
ware simulation would be an invaluable aid. This progr~~.m
would also be maintained as an up=to-date model to allow
future requirements or stresses to be readily examined.
2. It has been determined that the Modeling and
Simulations Branch of DCA Engineering has two models already
deve-loped for network simulation purposes. In discussions
with them they agreed to assist us with adapting their model
to the ~ network. In order to ensure that this effort
will produce a model compatible with the Headquarters computer
systems, representatives of the OJCS Applications Division
have agreed to assist in this development effort. Once
accomplished, OJCS personnel will be required to assist in
the analysis of the model to determine its accuracy and what
modifications, if any, would be desirable to have it more
closely approximate our network.
3. It is anticipated that approximately one man-month
of OJCS effort will be required in this initial phase, however,
no computer processing time will be requested until it~~ feasi-
bility is ascertained.. Although this estimate does e~c:ceed the
man-hours programmed for this project, because of its signif-
icance, it is requested that the attached Form 930 autYiorizing
use of available FY-75 Resource Programming be forwarded to
OJCS.
