Research and Development Support
for the Clandestine Services
1. Policy

c. DD/S&T/ORD has as its primary responsibility the conduct
of appkvd research andy development on behalf of all
directorates of the Agency.
d. TSD, cognizant of the ORD mission in (c) above places primary
emphasis on the development and engineering phases of R&D.
e. Security, technical capabilities, operational expediency, and
other factors may from time to time alter the boundary noted in
(c) and (d) when it is deemed desirable by the offices involved.

2. Objectives
a. The primary objective is to present the Agency's management
with an integrated R&D planning, budgeting and program execution
for R&D support of the Clandestine - ervices.
b. Secondary objectives are the increased communication and
efficiency resulting from such integrated programming.
3. Procedures
a. TSD will canvas the Clandestine Services for valid, operationally
pertinent R&D requirements. It will integrate as many of those
requirements as manpower, funds, and priorities allow into its
R&D programming for the coming fiscal year. In those areas where
the ORD mission of applied research and for exploratory development

will articulate as clearly as possible the technical
and operational requirement and submit them to ORD for consideration.
b. At a series of planning and programming meetings held
well in advance of the customary budget submissions, Tale
and ORD will Apo integrate their R&D programs in support
of Clandestine requirements.
c. At such meetings the specific nature of the R&D to be
undertaken, its relative priority, and the.a individuals to be
directly concerned will be identified.
