Introduced as Observer from Secret Service s his Alternate. CIA, was Introduced as a new meeeer of the Support Staff. 25 3. Or anization and Functions of the ICHC. a. The Chairman reported that he had talked with the a encies which will furnish members of the Support Staff (St te, NSA, DIA, & CIA) and it Is expected that all of the new Staff will be on board by 8 July. Space for the staff has not been found in the CIA Headquarters Building yet, but hopefully this will be done soon. He indicted thAt he wants to work out a program of work for the Support Stff In order to prepare 25X1 an answer to most recent letter by 22 October. He feels that the new BIC is free to come up with whatever program/plan it believes best fee the community and should not be rigidly bound by the PFEAB recommendations. In this connection, he feels that the best procedure is to start with the individual agency systems and plans and have them fit into a coeueunity-wide aysteR. 25X1 b. referred to his handout at the first IHC mmetin (Attmchment 4 to XHC-M-1, I May 1955, Initial Tasks of the IHC Support Staff) and said that he had "discovered" a list of problem areas drawn up in 1953 (see attachment to these Minutes) which he felt were still valid problems and more at the level et which the KHC should work rather Than to have IT work at SOM2 other level such as "define the problem". He proposed t et this list be given to the full-time staff members and have them C002 up with el phased plan in early August for further management decision by the MC. c. The Chairman indicated that the problem Is haw exactly te task the Support S.t4ff tim order to came up with solutions that have not been reached in the pest 13 years or so. The Chairman discussed the need of the EHC for comprehensive briefing on COOS. Et was a eed that such briefing should be scheduled for e rly in August. 5. g_.2.oS,....a_allSEBFile&ProrannPCS. reported that the 1 %ay catalogs had been extracted from the FPCS data base and a 1 July agstribution Is pllned. He reported that the CEA inputs were received too late to be included in their proper sequence In the index catalogs but will appear In addenda thereto. He said th t DEA had found that the large size of some of the catalogs and the relatively small number of changes being sent in had made quarterly publication of the FPCS unrealistic. He suggested p lication t six-month intervals as of I May and 1 November. The members agreed 25X1 to this public tion frequency. It was agreed that a nete should be sent to USIB informing them of the change to a eemi-annual schedule. 6. tshooRNSAIdurigorksofComi. reported 25 that NSA is now formulating detailed pl ns and schedules with the nt mas of participants, etc., for the subject workshop. He requested all wh had not done eo to furnish the names of suggested discussion leaders, particip nts, and additional topics to be covered as requested at the last EHC meeting. The Chairman stated that he planned to attend at least the first day 4nd probably the last and hoped that all EHC members will also ttend these general sessions. lreminded 25 the members of the limitation on full-time pPrticipants to 50 persons. 7. SecuritmelleIefAnge The Chairman felt that all ICHC members 25xishould have a briefing from en NSA consultant, regarding the security problems related to machine processing and transmission of data cononining sensitive information. Et was agreed that such a briefing would be arranged for either Mondey, 15 July, or Thursday, 18 July, If possible. An attempt will be made to get a larger room so that others may also attend. 8. DIA Information Science Center. The Chairman reviewed DEA's year-long efforts to get approval: of a GS-17 slot for the director of the Information Science Center. This has finally been disapproved and GS-16 and two GS-152s have been epproved. He suggested th t nominations of qualified a a tr s for these jobs be furnished 1 He 25 25X1 requested to set up a briefing for the IHC on the Center and the courses iug planned. He felt that we should examine the requirement for some of the information called for and perhaps eliminate some of it. He felt that in this way the cost of providing what is necessam could be reduced by at least an order of magnitude. After much discussion it wlis agreed to postpone. any further action until after the Subcommittee on Education and Training is organized and has had time to review what Is required for the next training report. 10.
