Minutes of Meeting 100 (CODIB-M-1000 21 March 1968) were .pproved subject to changes proposed by as in Attachment 1 hereto. 2. Report of COMB Panel on. Files for Use in COINS (WM-D-113/4,9 8 March 1968). (Discussion continued from previous meeting). GROUP I Excluded from automatic down: rading and declassification S-E-C-R-E-T Approved For Release 2005/02/14: CIA-RDP79600314A000300070010-1 Ts' Approved For Refire 2005/02/14: CIA-RDP791300314/10300070010-1 S-E-C-R-E-T - 2- 25X1 a. Chairman of the COINS Ev luation Panel, was asked at the previous meeting to report on whether the files recommended by the Panel on Files for Ue in COINS would permit satisfactory evaluation of the Experiment. I 'submitted - a written reply which 1144 been approved by the Evaluation Panel (See Attachment 2) together with two short papers for background (See 25X1 Attachments 3 & 4) Tote: informed the Secretary that subsequent to this meeting Attachments 3 & 4 were also approved by the Evaluation Panel]. Representatives present were asked by the Chairman if they had any comments on the statement of the Evaluation Panel. 25X1 b. said DEA feels that the evaluation would not be very realistic unless it includes all of the files In the COXNS system and that he interprets the statement by The Evaluation Panel as being in agreement,. c, Gen. Taylor said he did not interpret the statement in quite the same manner Evaluation of hardWare and software. sub-systems, i.e., teehnical evaluation, would haVe to consider all of the activity in the system. However, an analyst/user evaluation could be restricted to a smaller set of files which would be the ,cnitziill.edi6iNition of the Experiment. This should be confined to the. files recommended by CODEBb He understands that the Evaluation Panel feels thet we should be a little flexible on, the exact files to be included in the controlled portion Of the experiment until we get Closer to starting time. He agreed with that concept. If there are. 25X1 other files thatl land the Evaluation Panel thinks should be in the controlled experiment, there must be enough flexibility to make the change. He felt that the Panel On CORNS Files had produced what was wanted, i0e, a recommended set of ten files. These may change and the selection criteria may change, but he did not Want to .run an experiment on what appears to be p broad proliferation of files, the value of which is questionable. 25X1 d0 wondered whether it might not be necessary to remove some files from the system in order to conduct properly a controlled experiment. Gen, Taylor indicated that this would be reqdired only if the switch'becomes seriously overloaded. In Such a case the files removed would not be those Which are In the controlled experiment. 25X1 e. said he had no quarrel with the statement of the Evaluation Penell He felt that it would be premature to decide firmly now exactly which files will be in the formal test. f. Other representatives present had no comment on the Evaluation Panel's statement. He felt that the usefulness of such files should be evaluated and perhaps by the same procedure and system used to evaluate the official COINS files. The Chairown felt this was a good suggestion and 25X1 reduested to. look into this question and also include NPEC files even though WPM is not ready to go on-line yet because of security problems. 25X1 h. The Chairman asked whether he wished t amplify the statement included In the minutes of the previous meetin rel tiva to the capability of the switch, j 'deferred to who said that the switch (XIIM 7740) can keep track of sdch-things as: who queries which file; the time, time out, and length f time elapsed before response leaVes the switch; distribution of queries 'ever time (by person; by agency; by file, etc.); and peri die summaries as desired or necessary. He indicated that right - now DEA pr.grammers were engaged in re-progr mming the switch for new equiptent and This Is the best time to determine what the switch sh uld record in the logs, whet questions will be asked and what hind of answers are wanted, Kt was noted that Is on the Evaluation Panel. 25X1 2. stated that it would be very useful to the Evaluation Panel if they knew whet kinds of decisions would be made b sed 4n the results of the evaluation and approximately when the decisions would be mades J. The Chairman indicted th t we should have a better feel 25X1 for the answers ft\ questions in a month or so. He thanked I.r her contribution and thwt of the Panel and I f) ib directed that their written statements be att ched to these minutes. (see Attachm2nts 2v30 4). 25X1 k0 inquired whether NSA would put Its own iillitary Air Transport File in COENS in place of the DEA file. Hr. 25X1 'reported that NBA is developing a new improved file which it would like to put an the CN S Experiment as a replacement for the DEA file and will try to have it ready about Oetober 1958. He felt that th DEA file has EZTZ detail than is necessary for current use L The Chairman felt that Rt would be appropriate to replace a file with a better one but That, If possible, the present MA file should be kept in COENS until an improved file is availa'Aleo -E-C-R-E-T Approved For Release 2005/02/14: CIA-RDP79600314A000300070010-1 25X1 Approved For Reese 2005/02/14: CIA-RDP791300314A10300070010-1 S-E-C-R-E-T - 4 - said that all iteiai In the DEA file comes from NSA and that DIA could not maintain it unless A continues to provide The input data0 said that NSA prefers to expend its effort on building the new improved file rather than on upkeep of the present file. He indicated that with CCM encouragement the new file should be reedy by this October. m. The Chairman encourafrd NSA to proceed as rapidly as possible on the new file so that it could be Included in the expeelment ASAP. He further indicated that unless some a ncy has definite requirements for the present DIA file, it could not be included in the controlled Experiment after NSA inputs cease. n. During the discussion it was concluded that the test, analysis and evaluation phase of the Experiment would commence on 1 July 1969 nd continue for one year. 3. Draft Reeort - Information Science Trainin Personnel iCODBD113 5.8, Draft dated 28 March 1968). for Xntelli ence 25X1 a0 reviewed the few changes in subject report that had been requested by members or had been found necessary by the support Steff. These were all approved except for one (change regarding C figure. (This was resolved with I issequent to the meeting and the revised report has nowbeen published by USEB as USEB- -39.7/28, 4 April 1968. 25X1 b0 inquired regarding the delay in the st rt of courses at The DXS Nntormation Science Center? out that the delay was due to slippage In acquirin personnel0 He said that 22 sl ts have been approved in the FY69 budget but there has been difficulty in translating these slots into specific grades. Only the Deputy Direct r of the Information Science Center nd a secretary have been hired so far. He indicated that there was no difficulty with rites et te acquisition of space or equipment. pointed 25X1 c. --------- linquired whether it was the intention to prepare a training eeport on a regular periodic cycle. He felt that better response by the agencies could be tiven if they had Care time in which to prepare. d. The Chairman responded that he uould like to see such a report issued at least annually. It was then egreed That fu reports should cover fiscal years which would also include ecedemic rs. Ht.wa also agr-eed that the next issue should ewer the period I duly L967 to 1 Okay 196S. He also felt that cam should, continue to exert pressure to get the proper training in quality as well as quantity and to gat the proper grade structure f r trained ,ople in the information science fReRd. g. The Ch irman indicated that he would like the next issue of the report et Include If possible, some evaluation of trainin in terms of what It h s done for the agencies, h. drew attention to the Long time-lag (about two years) between n w developments in the information science field and their incorpor tion Into university treining courses. The Chairman indicated that if he gets an opportunity, he will point this out to of the PM B Communicati ns Panel in the hope that he might be able to influencessome of the directors of the universities which offer courses In information science. 25X1 I Ipothted out that there was same disparity between figures presented for DIA and the military departments, i.e., some include all intelligence personnel worldwide and others include only those at the headquarters level. The Chairman asked to Investigate the question of how deep to go within the services so th t the next report can contein comparable figures for all of them, if possible. 25X1 25X1 j0 pointed out that the figures given for State include more than just OR but that there wts not sufficient time to survey the entire Department. He referred to the difficulty of isolating intelligence functions from other foreign aff.dos functions at Sttte. The Chairman agreed that It would not be practical to isolete the portions of State th t have purely intelligence functions and f r that reason all of State should probably be included. Dr0 indic ted that for the next report he would attempt to survey all of State. 4. Other Business. a. CONS Semi-Annual Report.
