25X1 a. Chairman of the COINS Ev luation Panel,
was asked at the previous meeting to report on whether the files
recommended by the Panel on Files for Ue in COINS would permit
satisfactory evaluation of the Experiment. I 'submitted -
a written reply which 1144 been approved by the Evaluation Panel (See
Attachment 2) together with two short papers for background (See
25X1 Attachments 3 & 4) Tote: informed the Secretary that
subsequent to this meeting Attachments 3 & 4 were also approved by
the Evaluation Panel]. Representatives present were asked by the
Chairman if they had any comments on the statement of the Evaluation
Panel.
25X1 b. said DEA feels that the evaluation would
not be very realistic unless it includes all of the files In the
COXNS system and that he interprets the statement by The Evaluation
Panel as being in agreement,.
c, Gen. Taylor said he did not interpret the statement
in quite the same manner Evaluation of hardWare and software.

of the activity in the system. However, an analyst/user evaluation
could be restricted to a smaller set of files which would be the

feels thet we should be a little flexible on, the exact files to be
included in the controlled portion Of the experiment until we get
Closer to starting time. He agreed with that concept. If there are.

be in the controlled experiment, there must be enough flexibility to
make the change. He felt that the Panel On CORNS Files had produced
what was wanted, i0e, a recommended set of ten files. These may
change and the selection criteria may change, but he did not Want to
.run an experiment on what appears to be p broad proliferation of files,
the value of which is questionable.
25X1 d0 wondered whether it might not be necessary
to remove some files from the system in order to conduct properly a
controlled experiment. Gen, Taylor indicated that this would be
reqdired only if the switch'becomes seriously overloaded. In Such a
case the files removed would not be those Which are In the controlled
experiment.

e. said he had no quarrel with the statement of
the Evaluation Penell He felt that it would be premature to decide
firmly now exactly which files will be in the formal test.
f. Other representatives present had no comment on the
Evaluation Panel's statement.

25X1 g0 asked whether the ev luation procedures
developed for the COENS Experiment could be used to evaluate other
files which may be inthe WENS system but not a part sf the Experi-
ment, i.e., files used primarily or entirely by the sponsoring agency.
He felt that the usefulness of such files should be evaluated and
perhaps by the same procedure and system used to evaluate the official
COINS files. The Chairown felt this was a good suggestion and
25X1 reduested to. look into this question and also include
NPEC files even though WPM is not ready to go on-line yet because
of security problems.

h. The Chairman asked whether he wished t
amplify the statement included In the minutes of the previous meetin

would like to put an the CN S Experiment as a replacement for the
DEA file and will try to have it ready about Oetober 1958. He felt
that th DEA file has EZTZ detail than is necessary for current use

that DIA could not maintain it unless A continues to provide The
input data0 said that NSA prefers to expend its effort on
building the new improved file rather than on upkeep of the present
file. He indicated that with CCM encouragement the new file should
be reedy by this October.
m. The Chairman encourafrd NSA to proceed as rapidly as
possible on the new file so that it could be Included in the expeelment
ASAP. He further indicated that unless some a ncy has definite
requirements for the present DIA file, it could not be included in the
controlled Experiment after NSA inputs cease.
n. During the discussion it was concluded that the test,
analysis and evaluation phase of the Experiment would commence on
1 July 1969 nd continue for one year.

that had been requested by members or had been found necessary by the
support Steff. These were all approved except for one (change regarding
C figure. (This was resolved with I issequent to the
meeting and the revised report has nowbeen published by USEB as
USEB- -39.7/28, 4 April 1968.

between figures presented for DIA and the military departments, i.e.,
some include all intelligence personnel worldwide and others include
only those at the headquarters level. The Chairman asked
to Investigate the question of how deep to go within the services so
th t the next report can contein comparable figures for all of them,
if possible.

include more than just OR but that there wts not sufficient time to
survey the entire Department. He referred to the difficulty of
isolating intelligence functions from other foreign aff.dos functions
at Sttte. The Chairman agreed that It would not be practical to
isolete the portions of State th t have purely intelligence functions
and f r that reason all of State should probably be included. Dr0
indic ted that for the next report he would attempt to survey
all of State.
4. Other Business.
a. CONS Semi-Annual Report. The Chairman stated that he

wanted a failly complete report on CORNS by atibeut hS April so that
he could review it decide whethee to include it in the answer to
NSAM-368 on IL May 1968. He requested everyone involved in the
preparation of inputs to the CORNS report to ?overate fully in order
to meet this schedule.
. ? b. DCED 1/4. The Chairman announced that en the USEB
Agendp for 4 April was e discussion of The new MED 1/4 establishing
the Rntelligence Enformation Handling Committee End m stetement of
Objectives for the committee. [Note: Both rif theee were approved by
USEB gnd were than Issued as ettachments to USEB-0-71.2/1, 4 April ]L958.
When the new DCW 1/4 is printed, a copy will be distributed to each
meMber end alternate on the new committee].
c. Response to.NSAM-358. The Chairman announced that also
on the USB Zleenda for 4 April was a DrAft Response to NSAM-358. He
then explained in general the structure and content of the draft
reply0 rNote: on 4 April USRB concurred in general principle with
the Draft Response as circulated by UM-D-39.1./8, noting that the
intended to make SOM2 changes in form and language prior to sending
it to the President].
d. COOS Management0 Ln response to a query frail!
The Chairman indicated that The CORNS management structure was stiie
under discussion And That a new paper might be ready for WEB by 11, Aprile
[Note: on 11. April the DC E with the concurrence of USEB signed a state-
ment on the general arrangements under which the CORNS experiment will
be conducted. This was than issued as an attachment to USX -D-39.1/9,
11 April 1968].
5. 5N2gIfselseAreM. As noted in pare 4 b0 above, the new DC
1/4, terminating COMB and establishing the Entehlivnce Rnformation
Handling Committee (EHC), was approved on 4 April. Therefore, this
is the hest paper to be issued under a COMB designation. Recipients
of COMB Issuances who do not wish to receive isou nees of the XHC
should notify the Support Staff (Code 143-5618) without delay.
